EU SPACEMarket Report The EU Space Programme: several components delivering a wealth of services to citizensand institutions GOVSATCOM AND IRIS2 GALILEO AND EGNOS The EU GOVernmental SATellite COMmunication (GOVSATCOM) programme aims to ensure the long-termavailability of reliable, secure, resilient and cost-effective satellite communication services for EU and nationalpublic authorities. To achieve this, the GOVSATCOM Hub was established as a central component of the pro-gramme; it acts as the secure interface between authorised users and accredited satellite operators, poolingand sharing capacities and managing access in a coordinated 'system of systems' approach. The needs ofauthorities addressed include the management of emergency and security-critical missions, operations andinfrastructures. These also include defence and public safety-related operations, as well as diplomatic com-munication. GOVSATCOM, through its hub-based model, avoids duplication of efforts between EU MemberStates and helps overcome the existing fragmentation of the Secure SATCOM market. The European Global Navigation Satellite System (EGNSS) allows users with compatible devices to deter-mine their position, velocity and time by processing signals from satellites; it currently comprises Galileo andthe European Geostationary Navigation Overlay Service (EGNOS). Galileoprovides improved positioning and timing information with significant positive implications for manyEuropean services and users. It offers independent and interoperable services with other GNSSs, includingthe Open Service, complemented by the Open Service Navigation Message Authentication (OSNMA) an-ti-spoofing feature, the High Accuracy Service (HAS), Search and Rescue (SAR/Galileo), the secure PublicRegulated Service (PRS) for authorised government users, and the future Early Warning System Service(EWSS) to support warning dissemination for natural or man-made disasters.
