These case studies indicate thatdigital and green transitions in businesses help reduce operating costsandincreaseoperationalefficiency.Morenotably,thesedigitalandgreensolutionsareoftenalsoreplicableacrossindustriesandeveneconomies. 2.GreenTransition:CutsCosts,EnhancesEnergyEfficiency,andPropelsProductivity Digital and low-carbon initiatives not only mitigate the pressures ofhighenergy consumption and production costs faced by businessesbut also enhance energy efficiency, production capacity, and productquality.Theapplicabilityofdigitalandlow-carboninitiativesvariesacrossindustries.Equipmentupgradesareparticularlyrelevanttoprocessing sectors; energymanagement systems tomanufacturing sectors;biomass energy to resource-based economies; and digital simulationtechnologies to design-intensive industries. Overall, the simultaneousadvancement of digitalization and decarbonization constitutes a pivotalstrategyforSMEstostrengthentheirglobalcompetitiveness. 3.ImplementingFinancialSupport,DigitalTools,andMarketRegulationintoPolicy Successfuldigitalandgreentransformationisbuiltonthreepillars:(i) Financial support which reduces upfront investment barriers; (ii)Digital tools and AI-based simulation technologies, which improve datatransparencyandoperationalefficiency;and(iii)Internationalstandards,carbon tariffs, and certification mechanisms, which motivate businessestotransition.ItisrecommendedthatAPECeconomiesformulategreenpolicies aligned with domestic resource conditions while promotingcross-economy financing,technological collaboration,andmutualrecognitionofstandards.SuchcoordinatedeffortscanhelpreduceSMEcompliance costs and other costs associated with duplicate verificationrequirements,therebystrengtheningbuyerconfidenceandsupplychaintrust across the region. 4.RegionalFinancingPlatformsandCapacity-BuildingMechanisms APEC SMEs seeking to undergo green transition continue to faceconstraintsin financing,technology,and skilled human resources.Toaddress these challenges, APEC economies are encouraged to: (i)Establishregionalplatformsforsharingbestpracticesingreenfinanceandforprovidingaccesstolow-costdigitaltools.(ii)Integrate advisory services with training programs to delivermanagement, R&D, and technical support tailored to enterprise size andstage of development.(iii)Promote mutual recognition of standards and supply chainmentorshipmechanisms to accelerate technology transfer andfacilitate SME market integration. SECTIONⅡ ResearchBackgroundandFocus Research BackgroundandFocus Beginning in 2023, Chinese Taipei has advanced a series of APEC-alignedinitiativestopromotedigitalinnovationandgreentransformationamong SMEs in the region. These initiatives were designed to supportSMEsintheirtransitiontowardlow-carbonandsustainablepracticesandhave been implemented progressively in three phases: (i)Awarenessraising;(ii)Capacitybuilding;and(iii)Outcomedissemination. (i)Phase1:AwarenessRaising(2023) In2023,Chinese Taipeilaunched theAPECDigital InnovationAccelerating SME Green Transformation Initiative, focusing primarilyonraisingawareness on sustainability among businesses.Forums,exhibitions,andcompetitionswereorganizedundertheinitiative,bringing together SMEs, large enterprises, government a
