Bosnia and Herzegovina's public administration faces significant challenges across all six principles outlined in the SIGMA framework. Key issues include outdated risk assessment reports, fragmented governance structure, and inadequate digitalisation efforts. The lack of a dedicated institution for regulatory policy and a comprehensive public service delivery strategy further hinder progress. While some positive developments, such as the adoption of a new Civil Service Law and the establishment of the Agency for Information and Communication Technologies, require further implementation and coordination to achieve meaningful reform outcomes. The study highlights the need for clear political responsibility for public service policy, improved HRM capabilities, and enhanced transparency and accountability mechanisms.
