Foreword Thesixthedition of OECD Competition Trends presents unique insights into global competition trendsbased on datafrom69OECD and non-OECD jurisdictions. It analysesmulti-year data on a large numberofeconomic and legal indicators in the OECD CompStats database,with a focus on the maindevelopmentsin 2023.In doing so,OECD Competition Trends2025supports informedpolicy making andcontributes to improving competition law and policy around the world. The OECD Competition Committee, which includes representatives of the world’s major competitionauthorities, is the premier source of policy analysis and advice to governments on how best to harnessmarket forces in the interests of greater global economic efficiency and prosperity. Forover60years,theOECD andits Competition Committee have taken a leading role in shaping the framework for internationalco-operation among competition agencies.The resulting recommendations, best practices and policyroundtables serve both as models and inspiration for national initiatives and as tools for sharing global bestpractices on competition law and policy. Competition officials from developed and emergingeconomiesare offered a unique platform from which to monitor developments in competition policy and enforcement,andto discussinnovative solutionsfor increasing effectiveness. The OECD CompStats database is the result of an initiative launchedin 2018. The database compilesgeneral statistics relating to competition agencies, including data on enforcement,resourcesandmarketstudies. The data are collected annually and currently cover the period2015-23. The data arepresentedat an aggregate level, combining the data of individual jurisdictionsto providetotals and averages for all,OECD and non-OECD jurisdictions.Thisreport also presentsa snapshot of the evolution of the mostrelevant variables at a regional level, presenting aggregated data forfourgeographic regions(Americas,Asia-Pacific, Europe,and Middle East and Africa(MEA)). As the role andscope of competition law and policy continue to evolve, the tools of competition authoritiesmust constantly develop and incorporate lessons learned from others. This publication contributes tohelping policy makers and competition enforcers to stay up todate with the different ways in whichcompetition law and policy is applied throughout the world.
