It offers an excitingopportunity to exchange information and experiences on enhancing publicawareness about the importance of respecting intellectual property (IP), andon emerging issues in IP adjudication and jurisprudence. In the global knowledge economy, innovation, creativity and IP hold far-reaching promise for spurring economic growth, trade and employment incountries at all stages of development. And amid indications that globaleconomic growth is slowing, it is now more important than ever to find newways to stimulate the world economy by leveraging the opportunities thatare presented by global innovation and creativity. Today, the intellectual component of production is far greater than it hasever been. IP has become an indispensable mechanism for translatingknow-how into tradeable commercial assets and capturing the competi-tive advantage that they represent. The vast technological transformationthat is currently underway in China is testimony to this ongoing transitiontoward a global knowledge economy. In 2016, China for the first timejoined the ranks of the world’s 25 most innovative economies in the GlobalInnovation Index, co-published by Cornell University, INSEAD and WIPO.China has become a world-leader in technological innovation, particularly inthe area of emerging technologies such as digital communication, computingtechnology, 3D printing, nanotechnology and robotics, positioning it as aglobal technology innovation center. For these reasons, this conference inShanghai is very timely. “The International Conferenceon Building Respect forIntellectual Property –Stimulating Innovation andCreativity is an opportunity…to explore ways to build greaterrespect for IP and to leverageopportunities for innovationand creativity to drive economicgrowth,” says WIPO DirectorGeneral Francis Gurry (above). THE ROLE OF IP AND ITS PROMISE BUILDING RESPECT FOR IP Fostering an environment that encourages respect for IPis a basic principle shared by all WIPO member states. Yetits full realization remains elusive. IP-infringing activities –most notably counterfeiting and piracy – are prevalent inmany parts of the world. Devising appropriate responsesrequires a solid understanding of what motivates produc-ers and consumers of IP-infringing goods and the impactthat these IP infringements are having on the welfareof societies. Only then will it be possible for countriesto craft and implement a broad range of curative andpreventive measures in line with their national strategicneeds. Ideally, such measures will target improvementsin legislation and enforcement and will boost culturalchange and awareness of the value of IP, the developmentof business and technology solutions that foster
