The SCF is a tool for testingand operationalizing a national crediting mechanism toaccess carbon finance and build readiness for partic- With Ethiopia preparing to develop its national carbonmarket strategy and framework, the SCF should beseen as a transitional tool, such as keeping the SCFlimited to results-based payments for existing projecttypes.
