FIFA Peace Fund Regulations (April 2026)
Scope of Application
FIFA's Peace Fund provides financial support globally for the recovery and reconstruction of football and related sports infrastructure damaged by conflict. The Fund focuses on rebuilding infrastructure, relaunching football activities, and capacity-building, with potential for activities linked to health, education, and community programs. Third-party contributions are welcome, and these Regulations also apply to such contributions.
Eligibility
Eligible applicants include FIFA Member Associations, international/regional organisations, other public entities, and non-governmental organisations. There is no legal guarantee of funding for applicants.
FIFA’s Duties
FIFA is responsible for assisting beneficiaries, particularly in Fund implementation, ensuring it meets specific needs. This includes developing templates, guidelines, and checklists. FIFA must manage the Fund objectively, impartially, and transparently.
Funding Requirements
Funding is available subject to compliance with these Regulations and other applicable FIFA regulations. Funds must be used strictly for the purposes outlined in the Regulations.

Application for Funding
Applicants can request funding for rebuilding damaged infrastructure, relaunching football activities, capacity-building, and linked social programs. Funds must be used strictly and efficiently for approved purposes. Applications require a completed form, project summary, budget proposal, and relevant reports detailing damage, project plans, and funding requests.
Review and Approval of Application
The FIFA general secretariat reviews applications and may request additional information. A delegation may visit the area for preliminary assessments. The secretariat prepares a report for the Steering Committee and decides whether to approve or reject applications.
Decision, Release of Funds and Use of Funding | Funding Contract
FIFA decides on the aid amount and sum. Once approved, a funding contract is sent to the beneficiary, outlining obligations, milestones, payments, and terms. The contract becomes effective upon signatures from both FIFA and the beneficiary. Funds are released within 14 days of contract countersignature, directly to the beneficiary's designated bank account.
Monitoring and Evaluation
The FIFA general secretariat monitors proper fund use and compliance. Beneficiaries must provide specified reports and documents. Interim and final reports on fund use are required.

Beneficiaries must comply with these Regulations, the funding contract, FIFA Statutes, and the FIFA Code of Ethics. Subsequent Recipients must also comply, and beneficiaries are responsible for ensuring their compliance. Obligations include financial reporting, statutory audit reports, and adherence to Forward 3.0 Regulations for central audit reviews. Misuse of funds and fraud will be addressed.
Payments
Payments are made according to the Regulations and funding contract, with exceptions for justified reasons.
Organisation
Steering Committee
An ad hoc committee of FIFA, the Steering Committee oversees Fund administration and impact. It consists of 3-7 independent members with senior experience in government, international organisations, banking, law, audit, finance, or public administration, proficient in English, French, Spanish, or German. The Committee reports to the FIFA Council and has powers to oversee Fund administration, make proposals for developments, and review breaches.
FIFA General Secretariat and Third-Party Service Provider
The general secretariat acts as the Steering Committee's secretariat and manages Fund affairs. It may delegate tasks with prior Steering Committee approval.
Statutory Auditor and FIFA Central Review Auditor
Forward 3.0 Regulations apply regarding statutory and central review auditors.
Matters Not Provided For
Forward 3.0 Regulations and other applicable FIFA regulations apply where these Regulations are silent.
Authoritative Version
The English version is authoritative in case of language discrepancies.
Adoption and Validity
Approved by the FIFA Council on 28 April 2026 and effective immediately.
