C H I N A ( 2 0 2 5 )2025年中国港口国监督数据分析年报ANNUALREPORTONPORTSTATECONTROLDATA ANALYSIS OF P.R.CHINA (2025)2025年中国港口国监督数据分析年报 前言 港口国监督中国数据库中心很荣幸地编制《2025年中国港口国监督数据分析年报》。 2025年,全国共实施港口国监督初次检查9892艘次,滞留外国籍船舶690艘次,同比2024年,初次检查艘次增加了23.71%,滞留艘次增加了7.14%。在亚太地区港口国监督备忘录组织的压载水管理集中检查会战中,全国共实施专项检查2266艘次,发现问题942项。 2025年共有1152艘次中国籍国际航行船舶在亚太地区接受了港口国监督检查,同比2024年被检查艘次增加了6.08%。同时还有114艘次在巴黎备忘录,95艘次在印度洋备忘录,59艘次在地中海备忘录,22艘次在黑海备忘录,67艘次在阿布贾备忘录,0艘次在加勒比备忘录,146艘次在利雅得备忘录接受了港口国监督检查。其中被滞留11艘次,检查地分别为日本、意大利、俄罗斯、阿根廷、澳大利亚、土耳其、德国、比利时。 《2025年中国港口国监督数据分析年报》沿用图例和表格的形式,利用中国港口国监亚太地区被检查情况进行统计和数据分析。同时还对中国籍船舶在其他港口国监督检查的情况进行了简要的介绍。最后,为更好地利用港口国监督缺陷数据,对2025年中国港口国监督现状进行分析。希望可以为海事管理人员和航运业界提供参考,以期达到消除低标准船舶的港口国监督检查最终目标。 注:1.中国港口国监督2025年数据来源于港口国监督中国数据库。2.亚太地区港口国监督备忘录数据来源于APCIS系统和亚太地区港口国监督备忘录年报。3.其他备忘录组织的数据来源于网站和各备忘录年报。 FOREWORD The China PsC Data Center was honored to present the 2025 Annual Report on Port State Control DataAnalysis of P. R. China. In 2025, there were 9892 initial inspections, and 690 detained foreign ships, respectively increased by 23.71%and increased 7.14% compared with those in 2024. During 2025's Concentrated Inspection Campaign (CiC)on Ballast Water Management (BWM),PSC offices of China MSA inspected 2266foreign ships and found out942 problems. 1152 Chinese ships engaged in international trade were subject to PsC inspections under the Memorandumcompared with 2024. Meanwhile, 114 Chinese ships were inspected under the Paris MOU, 95 were inspectedunder Indian Ocean MOU, 59 were inspected under the Mediterranean MOU, 22 were inspected underthe Black Sea MOU, 67 were inspected under the Abuja MOU, O was inspected under the Caribbean MOU This annual report provides figures and tables of analysis and statistics which summarizes the results ofport state control inspections conducted by PsC offices all over China and Chinese flag ships receivedPsC inspections under the Tokyo MOU in 2025. At the same time, it also gives a brief instruction of PSCan analysis of the current state of PSC in China in 2025 is conducted.
