Policy Recommendations56 For PolicymakersFor EnterprisesFor Financial Institutions 执行摘要 全球正面临气候变化与生物多样性丧失两大相互关联的系统性危机，对社会经济构成深刻影响。国际社会正加强合作，推动气候与生物多样性议题的协同治理，“基于自然的解决方案”（NbS）受到广泛关注，可持续金融与信息披露标准（如 ISSB、TNFD）快速发展。巴西是全球生物多样性最丰富的国家之一，在全球气候与自然治理中扮演着关键角色，其拥有约 60% 的亚马逊雨林和世界最大的热带稀树草原塞拉多，但其土地利用变化与农业已成为温室气体排放的主要来源，如何在保护生态系统的同时实现经济发展构成了巴西的核心挑战。 中国作为巴西最重要的经贸伙伴，两国在农业、能源、矿产和基础设施等领域的合作为双方气候与自然的协同发展带来了巨大潜力。近年来，中巴两国在环境与气候领域的合作基础不断夯实，双方签署了多份政策文件，在可再生能源、森林监测等领域开展了务实合作。然而，具有气候与自然协同效益的项目占比仍然较低，且合作项目在环境与社会风险管理方面缺乏统一、明确的标准
