ContentsFactor Affecting the Development of the E&M Services IndustryRecruitment and Retention Challenges 2025Manpower Update Report ofElectrical and Mechanical Services IndustryMethodology2Findings4Manpower DemandTraining NeedsRecommendations17GovernmentEmployersEducational InstitutionsAnnex23 2025Manpower Update Report ofElectrical and Mechanical Services IndustryIntroductionBackgroundThe EMTB of the Vocational Training Council(VTC) is appointed by the Hong Kong SpecialAdministrative Region (HKSAR) Government.Accordingto its Terms of Reference,theEMTBis responsible for determining themanpowerdemand of the electrical andmechanical(E&M)Servicesindustry,assessingwhether the manpower supplymatchesthe manpower demand,andrecommending to the VTC the development ofvocational and professional education andtraining (VPET) facilities to meet the assessedtraining needs.Since2017,VTC’s Training Boards haveadopteda four-year cycle approach forcollecting manpower information, with a viewto enhancing the effectiveness and betterreflecting the dynamics of the manpowersituation in industries.Eachfour-year cycle consists of one fullmanpowersurvey and two manpowerupdates.The full manpower survey collectscompanies’manpowerdataquestionnaires,whereas the manpowerupdates rely on desk research and focusgroup meetings.For the four-year cycle covering April 2021 toMarch 2025, the EMTB completed its fullmanpower survey in 2021 and conducted itsmanpower update in2023.This reportpresentsthe findings of the manpowerupdateconducted in 2024and the EMTB’srecommendationstotheGovernment, through employers and educational institutions.The contents of this manpower update reportare based on two information sources:(i)focus group meetings to collect industryexperts’views on the latest industrydevelopment,its manpower and trainingneeds, recruitment and retention difficulties,and suggested solutions to the challenges;and(ii)desk research to analyse recruitmentadvertisements, including the qualificationsand experience required for principal jobs inthe industry.ObjectivesThe objectives of manpower update are:(i)toexamine the latest trends anddevelopmentinthe industry;(ii)to explore the job market situation andtraining needs;(iii)to identify recruitment and retentionchallenges; and(iv)to recommend measures to meettrainingneeds and ease manpowershortage. 1 2025Manpower Update Report ofElectrical and Mechanical Services IndustryMethodologyOverviewThis manpower update report aims to providequalitativedescriptionsofrecentdevelopments in the E&M services industrythrough focus group meetings, supplementedby quantitative findings from desk research.Focus Group MeetingsTwo focus group (FG) meetings were held inNovember2024,with 15 representativesfromvarioussectors,includingengineering, lift and escalator, gas, liquifiedpetroleumgas,aircraftmaintenance,electricity,and railway sectors.participants included representatives fromtradeassociations,employers,consultingfirms, and workers’ unions.The EMTB Secretary led FG members throughin-depth discussions on topics selected bythe Working Party on Manpower Survey of theEMTB.Thediscussions were recorded andtranscribed to facilitate analysis.Desk ResearchAnemployment information system wasdevelopedtocapturerecruitment1Duplicate records are those advertisements with the same company, job title and contents within the past 30 days. 2advertisements from CPJobs, CTGoodJobs,JobsDB, Recruit and Interactive EmploymentServices of the Labour Department and otheronline recruitment portals, from January toDecember 2023 and January to December2024.Thecollected records,after de-duplication1 and a mapping process basedon the company list under the Hong KongStandardIndustrial Classification,some19,500 records relevant to the principal jobsin the E&M services industry were identified.These records were further grouped by skilllevelsincluding professional/technologist,technician, tradesman/craftsman, and semi-skilled/general workerto facilitate furtheranalysis.Data AnalysisThe desk research analysis consists of thefollowing three steps:Collect qualitativeinformation fromfocus groupmeetingsCollectquantitativeinformation fromdesk researchAnalysis of both qualitative and quantitativeinformation with inputs from the EMTB.
