Thismilestone reflects ongoing improvementsin recruiting efficiency and onboardingprocesses. The agency is now on pace tohire over 8,900 new controllers through2028.8Transportation Secretary SeanDuffy emphasized the urgency of theseefforts, stating, “Our work is just gettingstarted.” He said that his departmentremains focused on reversing decadesof staffing declines and restoringthe controller workforce to safe andsustainable levels. Sustainable Aviation Fuel MomentumBuilds Through Infrastructure, OEM, andPolicy Developments Sustainable aviation fuel (SAF) gainedground in the third quarter, with meaningfulprogress on infrastructure readiness andlong-term investment. Delta Air Lines,in partnership with Shell and the Port ofPortland, completed the first commercial-scale SAF uplift at Portland InternationalAirport—a key milestone in U.S. SAFlogistics and adoption.4 Business aviation continued to strengthenin September, with Argus Internationalreporting global business aircraft activityup 7.2% year-over-year. North Americarecorded its highest year-over-year gainfor 2025, up 7.5%, while Europe rose 2.5%.All categories in North America showedyear-over-year growth; light jets led theway (+8.3%), followed by mid-size jets(+8.2%), turboprops (+7.0%), and large-cabin jets (+5.6%).1 Additionally, global airline allianceOneworld, and its members, in partnershipwith Bill Gates’ Breakthrough Energy,launched a new SAF investment fund aimedat scaling production and reducing cost gapswhen comparing SAF with conventional jetfuel.5Meanwhile, Airbus continues testingto certify its fleet for 100% SAF use by 2030,while advocating for stronger policy supportto accelerate adoption.6 •White House EstablishesPreliminary Framework to AccelerateeVTOL TechnologiesIn September, the White House launched the Electrical Vertical Takeoff and LandingIntegration Pilot Program (eIPP), afederal initiative intended to developregulatory frameworks supporting thecommercialization of urban air mobility.9Leading eVTOL companies, includingJoby, Archer, and Beta, have alreadyjoined the program following a formalrequest for proposals.10The programcomes amid accelerated activity in thesector, underscored by Joby’s acquisitionof Blade and a strategic partnershipbetween L3Harris and Joby.11 Airbus and Boeing Continue to RampNext-Generation Aircraft Production Boeing reported that it reached a B737 MAXbuild rate of 38 aircraft per month.
