Annual Report 2024: Nineteenth annual report on the implementation of the EUassistance under Council Regulation (EC) No389/2006 of 27February 2006 establishingan instrument of financial support for encouraging the economic development of theTurkish Cypriot community REPORT FROM THE COMMISSION TO THE EUROPEAN PARLIAMENT ANDTHE COUNCIL Annual Report 2024: Nineteenth annual report on the implementation of the EUassistance under CouncilRegulation (EC) No389/2006 of 27February 2006 establishingan instrument of financial support for encouraging the economic development of theTurkish Cypriot community 1.INTRODUCTION Council Regulation (EC) No389/20061(the‘Aid Regulation’)is the basis forprovidingassistance to the Turkish Cypriot communityand requires annual reportingto theEuropean Parliamentand theCouncil.Theaid programmefor the TurkishCypriot community aims to facilitate the reunification of Cyprus by encouraging theeconomic development ofthiscommunity, with a particular emphasis on the economicintegration of the island, improving contacts and building bridges between the twocommunities and with the EU, and preparation forimplementingthe EUacquis,following a solution to the Cyprus problem. 2.PROGRAMMING OF THE ASSISTANCE Between 2006 and the end of2024,EUR726949162.93 was programmed foroperations under the Aid Regulation. The amount committed inSeptember2024forthe2024 annual action programme was EUR39471756.302.The 2021-2027multiannualfinancialframework, with a total budget of EUR240 million,has providedamultiannual perspective to the programme with a provision for stable, annualfunding.Theaidprogramme is, however,of an exceptionaland transitionalnature,aiming toprepare andfacilitate, as appropriate, the full application of theacquisin theareasof the Republic of Cyprus in which thegovernmentof the Republic of Cyprusdoes not exercise effective controlfollowing a solution to theCyprus problem. Both the Aid Regulation and Council Regulation(EU, Euratom)2020/2093layingdown themultiannual financial framework3haveprovidedfor a revision intheeventof reunification. 3.IMPLEMENTATION MECHANISMS The programme is implemented in the areas of the Republic of Cyprus in which thegovernmentof the Republic of Cyprus does not exercise effective control(the‘non-government-controlledareas’)and where the application of theacquisis temporarily suspended pursuant to ProtocolNo10 of the Act of Accession. Assistance isimplemented in direct and indirect management. The Commission operates in aunique political, legal and diplomatic context.Thegranting of assistanceunder the Aid Regulationdoesnot imply recognition of anyauthority in the areas other than thegovernmentof the Republic of Cyprus.Ad hocarrangements are needed toimplement the programme while respecting the principlesof sound financial management.Measures adopted include intensive monitoringofcontracts andprovidingsupport to beneficiaries, revised payment conditions,and acareful approach to the use of bankguarantees. The assistance includes a significantamount of grant support, requiring resource-intensive management. With aviewtothe reunification, followingthe withdrawal of the suspension of itsapplicationin accordance with Protocol 10,upon the entry into force of acomprehensive settlement, and to facilitate the implementation of the projectsfinancedthrough theaidprogramme, the Turkish Cypriot community must progressively alignwiththeacquis. TheCommission implements theprojects selectedthrough the EU Programme SupportOfficein the non-government-controlled areas in Nicosia.The CommissionRepresentationin Cyprus also hosts meetings, seminars and press conferences andcommunicates with the Cypriot public throughout the islandon topicsincluding theaid programme.In addition, the EU Infopoint, funded under theaid programme,carriesout arange of communication and visibilityactivities, providing information about EUpolicies, priorities andactionin support of theTurkish Cypriot communityandpromoting European culture. 4.IMPLEMENTATION DURING THE REPORTING PERIOD 4.1.General overview The Commission continues to implement the Aid Regulation with the overall aim ofsupporting reunification.In the event of a comprehensive settlement of the Cyprusproblem, the Councilwill, on the basis of a proposal from the Commission, decideunanimously on the necessary adaptations to theRegulation. Supportin2024focused oncontinuingflagshipinitiatives, such astheEU scholarshipsprogrammeand confidence-building measures in supportoftheTechnical Committeeon Cultural Heritage, the Committee on Missing Persons, initiatives of the bi-communal Technical Committees,as well asencouraging and enablingtrade acrossthe Green Line. Supportto the economic development of the communityremains an essentialfeatureof the programme.Assistancewasprovided toupgrade standards inkey economicsectorsthrough projectstargetingtheprivate sectorandfood business operators.Significantefforts were madeto improve animal healthand fo
