Twenty-First report on the implementation of Council Regulation (EC) No 866/2004 of29 April 2004 and the situation resulting from its application covering the period1January until 31 December 2024 REPORT FROM THE COMMISSION TO THE COUNCIL Twenty-First report on the implementation of Council Regulation (EC) No 866/2004 of29 April 2004 and the situation resulting from itsapplication covering the period1January until 31 December 2024 Council Regulation (EC) No866/2004on a regime under Article2of Protocol No10to the Actof Accession1(the “Green Line Regulation”) entered into force on1May2004.It defines theterms under which provisions of EU law apply to the movement of persons, goods and servicesacross the line between the areas of the Republic of Cyprus (RoC) in which the RoC governmentdoes not exercise effective control and the areas in which it does.Inorder to ensure theeffectiveness of these rules, their application has been extended to the boundary between theareas of the RoC in which the RoC government does not exercise effective control and the UKEastern Sovereign Base Area (ESBA)2. This reportcovers the period1January to31December2024. In2024,the Commission maintainedaconstructive dialogue with the relevant authorities of theRepublic of Cyprus and the Sovereign Base Area (SBA) Administration on the implementationof the Regulation, and with the Turkish Cypriot Chamber of Commerce. 1.CROSSING OF PERSONS 1.1.Crossing at authorised crossing points The Regulation provides a legal framework for the crossings of Cypriots, other EU citizens andthird country nationals who cross the Green Line(“the Line”) at authorised crossing points. In2024there was adecreasecompared with the previous year in the number of crossings by GreekCypriots andan increase in the number of crossings byTurkish Cypriots. According to data from the RoC Police (hereinafter CYPOL), during the reporting period1346121 crossings(previously 1609488)by Greek Cypriots and 822443 crossings(previously1032029)by Greek Cypriot vehicles were recorded from the areas of the RoC underthe effective control of the RoC Government to the areas of the RoC not under the effectivecontrol of the RoC Government.In the same period,1814647crossings (previously1373353)by Turkish Cypriots and705532crossings (previously532206)by Turkish Cypriot vehicleswere recorded from the areas of the RoC not under the effective control of the RoC Governmentto the Government controlled areas3. The number of EU citizens (other than Cypriots) and third country nationals crossing the Linedecreased. During the reporting period,1777946crossings (previously1851465)by EUcitizens (other than Cypriots) and by third country nationals took placein both directions. The CYPOL figures mentioned above do not include data on persons and vehicles crossing fromthe northern part of Cyprus at the Pergamos and Strovilia crossing points, which are under theauthority of the UK Eastern Sovereign Base Area.For these, the ESBA reported that687007crossings (previously825095)by Greek Cypriots and428204crossings (previously440158) by Greek Cypriot vehicles to the northern part of Cyprus were recorded.At the same time,708810crossings (previously606734)by Turkish Cypriots and378270crossings (previously287060)by Turkish Cypriot vehicles in the other direction were recorded.Moreover,848807EU citizens (other than Cypriots) and third country nationals crossed the Linein both directions. In2024,the number of CYPOL personnel working at the crossing pointsincreasedto107,compared with99in2023. The figures gathered by the Turkish Cypriot community in2024indicate adecreasein thenumber of crossings by Greek Cypriots to2767805(previously3055999)and by GreekCypriot vehicles to1579058(previously1673721)from the government controlled areas tothe northern part of Cyprus.They indicate an increase in the numberof crossings by TurkishCypriots to2933833(previously2452876)and by Turkish Cypriot vehicles to1280653(previously1098508)in the other direction.According to the statistics provided,2004017EUcitizens (other than Cypriots) andthird country nationals crossed from the government controlledareas to the northern part of Cyprus (previously2194347)in2024. It was reported that high inflation in the Turkish Cypriot community discouraged Greek Cypriotsfromcrossing the Green Lineto undertake their personal shoppingand encouraged TurkishCypriots to cross the Line in the other direction. Long queuescontinued to bereported at the Agios Dhometios crossing point. According to theRoC authorities, additional human resources were deployed withaview to facilitatingcrossing.An initiative to expand the crossing point in the buffer zone is underway. Turkish Cypriot buses carrying EU citizens were not permitted by the RoC authorities to crossinto the government controlled areas unless they had fullyacquis-compliant documents issuedby the RoC authorities.The RoC authorities have indicated that they have put in placedispositions to facil
