Attendance1 2.The meeting was attended by representatives of the following member countries in their capacityas Presiding Officers: Barbados, Bolivarian Republic of Venezuela, Brazil, Chile, Costa Rica, Hondurasand Panama. 3.Alsoattendingwere representativesofthefollowingmembercountriesoftheEconomicCommission for Latin America and the Caribbean (ECLAC): Belize, Cuba, Dominica, DominicanRepublic, Ecuador, Grenada, Guatemala, Haiti, Paraguay, Peru, Saint Kitts and Nevis, Saint Lucia,Suriname, Trinidad and Tobago and United States. 4.The following associate members of ECLAC also participated: Bermuda, British Virgin Islandsand Turks and Caicos Islands. 5.Also attending were representatives of the United Nations Development Programme (UNDP). Chair 6.The Presiding Officers, as elected at the fifth session of the Regional Conference on SocialDevelopment in Latin America and the Caribbean, held in Santiago from 3 to 5 October 2023, wereas follows: Chair:ChileVice-Chairs:ArgentinaBarbadosBolivarian Republic of VenezuelaBrazilCosta RicaHondurasPanama B.AGENDA 7.The Presiding Officers adopted the following agenda: 1.Adoption of the agenda.2.Report of the Chair on progress in the implementation of resolution 5(V) of the fifth sessionof the Regional Conference on Social Development in Latin America and the Caribbean.3.Review of the documentReducing Inequality and Pursuing Inclusive Social Developmentin Latin America and the Caribbean: Challenges, Priorities and Key Messages inpreparation for the Second World Summit for Social Development.4.Consideration of regional messages for the Second World Summit for Social Development,to be held in 2025.5.Consideration and adoption of agreements. C.SUMMARY OF PROCEEDINGS Opening session 8.At the opening session, statements were made by José Manuel Salazar-Xirinachs, ExecutiveSecretary of ECLAC; Javiera Toro, Minister of Social Development and Family Affairs of Chile, thecountry serving as Chair of the Regional Conference on Social Development in Latin America and theCaribbean; Kirk Humphrey, Minister of People Empowerment and Elder Affairs of Barbados; and MichelleMuschett, Director of the Regional Bureau for Latin America and the Caribbean of UNDP. 9.The Executive Secretary of ECLAC drew attention to the importance of the Second World Summitfor Social Development, to be held in Qatar in November 2025, as it would be a critical moment forreviewing progress, analysing the current context and adopting decisions to achieve a future with lessinequality and greater social mobility and inclusion. He underscored the efforts made by the membercountriesoftheConferencethroughworkinggroupstoensurethattheregion’sprioritiesandrecommendations were conveyed at the Summit. The recommendations contained in the document to bepresented by ECLAC were a starting point for identifying possible commitments and putting forwardaspirations to enable inclusive social development in the region and around the world. At such a criticaljuncture, the opportunity must be seized to reach agreement on messages that aptly represented the regionat the Summit, a landmark social development event in which global leaders would participate. 10.The Minister of Social Development and Family Affairs of Chile emphasized the importance ofregional cooperation for progress towards inclusive and fair social development in the region. Sherecognized the progress made since the establishment of the Regional Conference on Social Developmentin 2014 and reaffirmed the commi
