Past editions include: This series is published twice annually: Volume1:January-June Volume2:July-December ASEAN CCSUpdates2024:Volume1and Volume2 AsEANccsUpdates2025:Volume1,Volume2,Volume3,andVolume4 KeyTrendsObserved AcrossASEANinH12o26 Thailandadvanced thedevelopment of the Ccsframework Support for ccs is growing,but sois scrutiny of its climateimpact Carbonpricingandcarbonmarketsareincreasingly recognised ascritical enablers of decarbonisation. Indonesia accelerated preparations for full carbonmarket operation through the implementation ofSRUK and national carbon trading regulations. At thesame time,Malaysia advanced the National ClimateChange Bill (RUU PIN), carbon taxation, and plans fora future ETS. Thailand's Draft Climate Change Actsimilarly combines mandatory MRV requirementswith carbon taxation and the proposed ThailandEmissions Trading System (TH-ETS). Political and industry support for CCS continued to strengthen across ASEANduring the first half of 2026, but this was accompanied by increasing scrutinyregarding project viability and climate effectiveness.In Indonesia,policymakersand legislators questioned whether announced Ccs projects would delivermeasurable emissions reductions and cautioned against relying on Ccs as asubstitute for renewable energy deployment. Similar concerns emerged aroundcarbon market credibility, MRV systems, and regulatory certainty. As CcS projectsmove closerto deployment,stakeholders are increasinglydemandingevidence ofcommercial viability,transparency,and verified emissions reductionsratherthanrelyingsolelyonannouncedcapacitiesorpartnershipagreements. Thailand spent the first half of 2026 layingthe institutional and technical foundationsfor its national Ccs framework throughCabinet-approved CCs guidelines and theUpper Gulf storage assessment programme.These measures are expected to support thedevelopment of future ccs legislation, whilelarge-scaleCO,storage deployment iscurrently targeted for the mid-2030s. ASEANccSdevelopmentisbecomingincreasinglyspecialisedacrosscountries The ccs infrastructure is expandingbeyond storage to cO2transportation and logistics Rather than pursuing identical pathways, AsEAN countries are beginning tooccupy distinct roles within an emerging regional carbon management ecosystem.Indonesia and Malaysia are focusing on storage development and cross-borderco, sequestration opportunities. Singapore is concentrating on carbonmanagementinfrastructure,innovation,andmaritimecarbonlogistics.andgeologicalfoundationsneededtosupportfutureCcSdeployment. Growingattentionisbeingplaced onthe infrastructurerequiredtotransportCo,between emission sources and storage sites. Singapore was identified by a studyas a key liquefied CO, handling hub on the proposed North Europe-Asia Occscorridor. At the same time, Malaysia's MisC secured a 10-year contract withNorthern Lights to supply a dedicated CO, carrier. Shipping infrastructure andcross-bordertransportation networks are becoming increasingly important in aregionwhereCO,
