Global Trends and Insights onUrban Rural Linkages Foreword I am pleased to present theGlobal Trends and Insights on Urban-Rural Linkages,a report that underscores the interconnectedness of our world and the needto continue working together to strengthen urban-rural interactions for asustainable future. In an era defined by unprecedented urbanization rates, with over56% of theworld’s populationcurrently residing in urban areas, and rural areas beinghome tomore than 80% of the world’s poorest, the intricate relationshipbetween urban and rural areas has never been more pronounced. The pivotalnature of urban-rural linkages is evident in many aspects of developmentand human coexistence. For example, on the one hand, rural areas are keycontributors of food and natural resources. On the other hand, urban areas areengines of economic growth, providing employment opportunities as well aspublic goods and services including for rural communities. The decisions wemake regarding land use, housing, basic services infrastructure development,and resource management in one space reverberate across the other, shapingthe fabric of our societies and the trajectory of our planet’s future. This report,theculmination of research,consultations,and invaluable contributionsfrom partners and Member States, serves as a testament to our collectivecommitment to understanding and addressing the complexities of urban-ruraldynamics. It underscores howurban-rural linkagesare crucial for achievingsustainable urbanization, equitable access to services, and inclusive growth inboth urban and rural regions. Throughevidence-based analysis,the report provides a roadmap forpolicymakers, urban planners, and stakeholders to navigate the complexitiesof our urbanizing world. It spotlights the need for integrated approachesthat transcend traditional boundaries, fostering inclusive and sustainabledevelopment that leaves no one and no place behind. AtUN-Habitat,we recognize that the challenges the world faces—frompoverty and inequality to climate change and environmental degradation—areintrinsically linked along the urban-rural continuum. As we strive to advancethe vision of theNew Urban Agenda and the Sustainable DevelopmentGoals (SDGs), we must embrace an integrated understanding of developmentthat recognizes the synergies between urban and rural spaces. The SDGs,particularlyGoal 11 (Sustainable Cities and Communities)andGoal 2 (ZeroHunger), emphasize the need for such interconnectedness. UN-Habitat’sStrategic Plan 2026–2029,endorsed by the UN-HabitatAssembly in May 2025, clearly reflects this underlying principle. The Planpositions itself with a strategic focus on“adequate housing, land, and basicservices for all, including the urgent transformation of informal settlementsand slums.”Importantly, it integrates an urban-rural linkages lens, particularlythrough its first impact area:“Equitable and inclusive prosperity for povertyeradication.” Together, we can use the lessons and recommendationsfromthis report to build inclusive,resilient,andsustainable communities—urban and rural alike—that thrive harmoniously with their natural andsocial environments.
