Recommendations for the Adaptation of Coal LearningAcademy Modules for Southeast Asia under the Just CoalTransition Knowledge Platform Context IESR prepared and submitted this report as part of its work on learning module adaptation to the SoutheastAsia(SEA) context assignment under the World Bank (WB)’s Just Coal Transition (JCT) Learning Academy2024/25 program. This project aims to develop a set of learning modules that will equip stakeholders inSoutheast Asian countries with the knowledge and skills needed to navigate a successful and just coaltransition. The final piece of the work is to provide recommendations for the delivery format of the learningmodules, taken from the key results and findings gained throughout the module adaptation and pilottesting. Key Result, Findings, and Recommendations This recommendation report is structured by describing each assignments’ key results, including subsequentfindings and recommendations. 1)Assignment:Reviewing existing learning modules. Theconsultancy firm has conducted a thorough review of the existing coal transition learning modulesdeveloped for the European context, made available by the World Bank team. Key Result: The results from the review process are compiled in the draft course adaptation matrix, whichincludes a new introductory module dubbed SEA Coal Dynamics and a Target Audience Matrix for theadapted modules. Draft Course Adaptation Matrix Meanwhile, a few of the courses for the European context are merged due to the project scope and timeline,courses’ nature and relevance of each module, i.e., Course 2, the People and Communities Course mergedwith Course 5, theShielding Measures for Local Communities course; and Course 3, EnvironmentalReclamation and Repurposing of Land and Assets, merged with the Course 6 Recultivation and Protectionof Health and Environment. The identified knowledge gap was then addressed through the addition of topics or subtopics in eachcourse/module. The IESR team, based on agreement with the WB team and the reviewer team, also omittedtopics or case studies that were deemed irrelevant. The final result of this process is a proposed syllabusand detailed learning activities plan. 240612 Draft Syllabus & Detailed Learning Activities Plan Findings: The review process ran relatively smoothly, albeit with a few hiccups in each review step. Thefirst step was material gathering. In this process, the WB team sent to-be-adapted materials, including aspreadsheet that identifies the existing learning resources and their relevance tothe adaptation to the SEAcontext. The information listed in the spreadsheet is proven to be helpful as a starting point to prioritizewhich learning material to adapt.
