Countries are navigating crises,economic pressures, climate-related risks, andpersistent inequalities, often with limited fiscal spaceto address them. Concessional financing is moreimportant than ever. The Asian Development Fund (ADF) remainsone of the most effective instruments of theAsian Development Bank (ADB) for deliveringtargeted support for recipient countries’most urgent needs. With a $5 billion replenishment under ADF 14,including $4 billion in grant resources, the largestvolume to date, the ADF continues to provide thescale and flexibilityneeded to respond to diversedevelopment challenges. Drawing on ADB’s strongcountry presence, deep client relationships built overmany years, and a regional perspective, the ADF helpsmobilize broader resources, leveraging approximately$8 in financing for every $1 contributedby donors. I am happy to present to youTogether We Deliver2026: Asian Development Fund, featuring stories fromacross the region that illustrate how ADF supporttranslates into real development outcomes. These arenot abstract results. They arevisible in the lives ofpeople and in communities, and are made possiblethrough close collaboration among governments,donors, financing partners, and implementingorganizations. The stories highlight how the ADF supportslong-term systems and essential services,plays a vital role infragile and crisis-affectedcontexts, drives regional cooperation andintegration, and unlocks private sectorinvestment in frontier markets.
