By 2026, more than half of thecountries had adopted ambitious, standalone nationalAI policies aimed at strengthening economies andempowering people. Some countries also ranked amongthe top global performers in AI. 1 The Arab region exhibits significant disparities in AIreadiness and maturity, reflecting broader differencesin development levels. As large-scale ‘sovereign’ AIinvestments are concentrated in a limited number ofcountries seeking leadership positions, intra-regionalinequalities risk widening. 2 The analysis of national AI policies in 12 Arab countriesthrough the lens of social inclusion reflects positive trends: •Policies are grounded in ethical principles that largely align withglobal standards, such as minimizing bias, protecting personaldata, and ensuring algorithmic transparency and accountability. •National AI coordination and oversight mechanisms are inplace and, in most cases, are supported by modern legislationgoverning data protection and cybersecurity.•Policies include provisions for broad-based awareness-raisingand capacity development on AI, benefiting children, youth,entrepreneurs and public sector employees.•Policies prioritize AI deployment in sectors with high socialimpact, such as education, health and government services.•Policies focus
