This brochure provides the eligibility criteria to identify “glacier-melt” projects among the projects currently under the AsianDevelopment Bank (ADB) Green Bond Framework. Glacier-melt projects are those set to increase the resilience of communitiesand infrastructure that rely on glacier-fed ecosystems and ecosystem services, and contribute to the preservation, resilience,and sustainable management of glacier ecosystems and the communities that depend on them. The glacier-melt projects will beincluded in future issuances of theGreen Bond to Raise Awareness of Glacier Melt, therefore enhancing action toward adapting and Glacier-melt projects must align with the International Capital Market Association’s project categories indicated in theGreen Bond PrinciplesVoluntary Process Guidelines for Issuing Green Bonds(2025)3and may include projects under the following: Water Resources Management •Enhancing water conservation, efficiency, availability,quality or resilient water management or storage practicesin glacier melt-dependent regions.•Developing infrastructure that is resilient to seasonal •Restoring high-altitude wetlands and alpineecosystems to enhance glacier and/or snow Community Capacity Building •Conducting training programs focused on climaterisk management and adaptive strategies in Disaster Risk Reduction Cultural Recognition •Implementing early warning systems for landslides andfloods, including glacial lake outburst floods (GLOFs).•Constructing resilient energy, transportation orcommunity infrastructure to mitigate glacial/pro-glacial •Protecting or mitigating measures specificallyaimed at preserving glaciers of cultural significance. Renewable energy projects Mitigating or adapting to the effects of ELIGIBILITY CRITERIA Allproposed glacier-melt projects shall meet the following eligibility criteriaforstrategic alignment of climate-related investments following internationalstandardsand ADB operational policies.These requirements are designed toconfirm that activities deliver verifiable climate adaptation or mitigation benefits,complywith ADB’s environmental and social safeguards,and directly address 1.Adaptation benefitsmust be based on climate risk and adaptation assessments and aligned with the Joint MDB Methodology for Tracking 2.Mitigation benefitsmust be measurable in terms of GHG emission reductions, avoidance, or sequestration and aligned with the Common 3.All activities must comply with ADB’sEnvironmental and Social Safeguards(2024). 4.The beneficiary communities or environments are directly affected by changes in glacier melt,7which include changes related to glacial or proglacialhazards, or in permafrost dynamics in response to climate change. The project qualifies as a glacier-melt project if the projectlocationis in an areawhere climate change-impacted glacier melt affects water supply,8or where climate change-driven instability and dynamic changes of glaciers or a.Glacier melt streamflow contribution: area where glacier melt directly contributes to streamflow.b.Watershed with extensive permafrost and potential for periglacial hazards.c.Areas susceptible to glacial and proglacial hazards occurrence: landslides, floods, GLOFs, or debris flows. These four eligibility criteria support alignment with ADB’s climate finance commitments and operational policies. The first three criteria reflectestablished requirements under ADB’sGreen and Blue Bond Frameworkand are already consistently applied across ADB-financed operations.These include alignment with the Joint MDB Methodology for tracking adaptation finance, the common principles for climate mitigation finance The fourth criteria, related to the project’s location and its explicit exposure to glacier melt, glacial or proglacial hazards, or permafrost dynamics,require further evaluation.
