It is more volatile, withnew threats to our security and living standards. But it is also a world of enormous and excitingpossibility. Technological advances in LifeSciences, Clean Energy, and Artificial Intelligenceare profoundly reshaping our economy, withthe potential for enormous advances in ourproductivity and way of life. The UK is wellpositioned to take advantage. We are open, entrepreneurial and - as recent deals show - anunashamed champion of global trade. Our financeindustry, universities, and scientific institutionsare all world-leading. And, having restored ourinternational standing, we now offer investorspolitical stability in this uncertain world. The Rt Hon Sir Keir StarmerKCB KC MPPrime Minister The Rt Hon Rachel Reeves MPChancellor of the Exchequer Through our Plan for Change, the Government isdetermined to seize the opportunities this new worldoffers to deliver security, renewal, and higher livingstandards across the country. Business-as-usual will notwork. We need a new relationship between business andgovernment, where government provides the strategiccertainty that allows businesses to do what they do best:create wealth. This requires a more muscular approachto government: one prepared to back British businesses, invest in our comparative advantage, and take punts inpursuit of growth and productivity. And this governmentunderstands the importance of agility and enterprise; to The Rt HonJonathan Reynolds MPSecretary of State for Businessand Trade and President ofthe Board of Trade In short, it represents nothing less than awhole-government effort, with ambitiousplans for eight high growth sectors. Thesesectors have been identified as those bestplaced to create the wealth, jobs, andhigher wages our country needs in everycommunity.Their success is absolutelyessential for delivering our Plan forChange. This document sets out thesupport we will provide. relentlessly ask whether regulations areblocking the conditions for Britain to thrive. For too long Britain has had a state which, paradoxically, both stands back andinterferes too much. When our industrieswere at the mercy of change, too manypeople and communities were left to fendfor themselves, with governmentuninterested in providing a bridge to thefuture. Yet equally, when new opportunitiespresent themselves, Britain often finds itselftoo regulated to take advantage, or toocautious to change course. The result is astate that is both over-bearing and feeble, poorly serving an economy that hasbecome too reliant on one place, tooexposed to global volatility and toosluggish to take advantage of transitionslike the move to homegrown clean energy. Throughout this process, businesses, tradeunions, and other stakeholders haveengaged every step of the way and we aregrateful for their partnership. Now,together, we can build the proud, high-skilled, economically vibrant, and fairercountry that working people want. AnIndustrial Strategy capable, not only ofdelivering the security and renewal peopleneed. But a long-term plan to get Britain’sfuture back. Our modern Industrial Strategy provides anew approach for a new era. It is robust, strategic, and unashamedly long-term: a10-year plan to make the UK the bestcountry to invest in anywhere in the world.Building onInvest 2035, the Green Paperpublished last October, it is also a planborn of partnership. We have looked atevery aspect of the business environmentto make it easier and quicker for high-growth businesses to invest. We havelooked at the places across the UK wherethese sectors are concentrated andidentified how to unlock their potential. We have looked at the internationallandscape to find the most significanttrading opportunities we can exploit. Andwe have looked at government itself, toturn the state into the best poss
