Apply AI Strategy 1.Introduction Artificial Intelligence (‘AI’)isadvancingat an unprecedented pace with capabilities thatpromise to reshape entire industriesandthepublic sector1. The development and adoption ofAItechnologies(such asadvanced general-purposeAImodels,AI agents, digital twinsandspecialisedsmallAImodels)areprovidingthe EUwitha unique window of opportunity toboostinnovation, accelerateproductivity growth, and reinforceits competitive strength andtechnological sovereignty.Despiteastrong industrial base andavibrant startup ecosystem, thedevelopment andadoptionof AI within theEUremainslimited, withonly 13.5% of businessesand12.6%ofSMEs2-the backbone of theEUeconomy-using thesetechnologies. Building on theAIContinent Action Planand on theEU’s commitment to promotinghumancentric andtrustworthy AI,in line withthe AI Act3, theStrategyfocuses on harnessing thetransformative potential of AI, serving as a catalyst for increasedvertical integration. It aimstoboostthe use ofAI, particularly amongSMEsandsmall mid-caps,andtofacilitate AIintegrationto enhance the competitiveness ofEuropeanindustries,notably the more strategicones. Itseeks tounlock the broader societal benefitsof AI, from enabling earlier and moreaccurate healthcare diagnoses to enhancing the efficiency and accessibility of public serviceswhileupholding the principles of non-discrimination.Moreover,itlooks to bolster EUcapabilities and achieve excellence infrontierAI. To achieve these goals, the Strategy promotesa shift in how companies and public sectororganisations approach problem-solving. By adopting anAI first policy,they are encouragedtointegrateAIbuildingonEuropeansolutions. ByuptakingAI-whileevaluating its potentialbenefits andrisks-Europeancompaniescanadapttoitstransformativeimpact,includingontheworkplace organisation and training needs.This approach not onlydrives business successbut alsofosters the development ofEuropean strategic presence at the various layers oftheAI stacks4,involving workers andsupporting the creation of arobust and sovereign EU AIecosystem. Building on insights gathered through a public consultation5and sectoral discussions6overrecent months, theApply AIStrategy is articulated around threemainsections7: •Introducing sectoral flagships-to boost AIusein keyindustrialsectors of the EUeconomyandinthe public sector.•Addressing cross-cutting challenges-tosupport greater AI adoption by SMEs; enablean AI-ready workforce across sectors; leverageadvanced AIcapabilities;and ensuretrust into the market.•Establishing a single governance mechanism-topioneer a sectoral approach andfostera dynamic process of collaborationamong stakeholders.It will also launch an AIObservatory todevelop KPIs andmonitorAIdevelopments, impact and future trends. The Apply AIStrategyis accompanied by theAI in ScienceStrategy,whichannouncestheResource of AI Science in Europe (RAISE) as a flagship initiativeandcoversthe adoption ofAIacrossscientific disciplines. Itwill be complementedbytheData Union Strategy, openingnew sources of high-quality, large-scaledatasets that are necessary to the training of algorithms. 2.Introducing sectoral flagships AIhas a potential totransform how industries work, how governments operate, and how valueis created in the economy.It can enhance simplification efforts, thereby boosting productivityand competitiveness.The following subsections outlineflagship initiativestoaddressthemainsectoral challengesand support theAI first policy approach. These stem from initialstakeholders’feedback gatheredthrough a public consultation8, a call for evidence9and17technical structured dialogues(Annex 1)with key sectoral actors. The adoption of the Apply AI Strategy marks the beginning of a transformative journey thatwill be continuously updated and extended thanks to the inputs received from the governancemechanism described in the last chapter of the Strategy.This meansthat the actionsbelowcouldbe complementedin the futurebynewinitiativesinothersectors-such as finance,tourism and e-commerce.To operationalise the actions of this Strategy, the Commission ismobilising around EUR 1 billion from its fundingprogrammes10withimportant leverageeffects according to the sector. 2.1.Healthcare, includingpharmaceuticals AI holds significant promise to transform the healthcare andpharmaceuticalsectoras well asto improve and even savehumanlivesacross the EU. It can support earlier and more accurateclinicaldecisions,ease administrative burden on healthcare professionals,supportadministrative processes,and improve patient outcomes throughout the continuum of care.Inthe face of increasing pressure on healthcare systems, AI offers concrete tools to enhanceefficiency and quality, includingin underserved or remote areas where hospitals, specialists, ordiagnostic services are lacking.Beyondroutine healthcare, as underlined in the EU MedicalCountermeasures Strategy11, the Commission will also promote theuse of AI tools for healthcrisis preparedness
