The World Health Organiza2on is developingREACH, a globalResearchAgendafor Ac5on on Climateand Health. REACH willestablish shared, forward-looking research priori2es to meet the evidenceneeds of policy makers, program implementers, and advocates in protec2ng against and respondingto the health impacts of climate change. To informREACH, WHOisconduc2ng a Delphi survey to consult stakeholders on research priori2es.This document provides background informa2on on REACHand the relatedDelphiprocess. REACH context Climate change is widely recognized as one of today’s defining healthchallenges, and addressing theinterlinked challenges of climate change and health is a priority for WHO.Research on climate changeand health has increasedrapidlyalongside the expanding engagement of research ins2tu2ons andhealth professionals in climate and health work.Countries are making meaningful new commitmentsto climate and health ac2on, through ini2a2ves liketheWHOhostedAlliance for Transforma2ve Ac2onon Climate and Health(ATACH).There is asignificantgapbetweencommitmentsto ac2on,andprogress towards global climate and healthgoals. While many factors contribute to this gap, knowledge genera2on is one key element needed to unlock ac2on. Inthe2021WHOglobal health andclimate changesurvey, countries reportedinsufficient evidenceasa leading barrier to implemen2ngna2onalhealthand climate plans. REACHgoal and objec3vesAc2on on climate and health is a priority for WHO, as expressed in the WHO’sFourteenth General Programme of Work, the Global Plan of Ac2on on Climate and Health, and the member countrycommitments made through ATACH. Enabling ac2on towards these goals will require new researchand evidence. To guide the global researchcommunityin this,REACHhas thefollowing objec2ves: 1.Establish a shared agenda of forward-looking research priori2es that can catalyze ac2onableresearch and support the transla2on of evidence into policy and prac2ce.2.Foster alignment between the research community and those who use research evidence fordecision making, includingcommuni2es, program implementers,andpolicymakers.3.Expand the scale and maximize the impact of climate and health research funding, guidingfunding partners to support research aligned with community and decisionmaker needs.4.Advance inclusive, equitable research that centers and meets the priori2es of the most at riskof climate change. By establishingglobalresearch priori2es that are driven by the evidence needs of prac22oners,policymakers, local communi2es, advocates, and other end-users, and informed by an2cipated trendsin climate change, health systems, technology, and policy,REACHwill provide aroadmapfor thosewho fund, conduct, and inform research towards strengthening the evidence base for ac2on on climate change and health. This will provide research end users with the evidence needed to accelerate climateand health policies and programs.REACHwill update WHO’s 2009Global Research Priori2es forProtec2ons Health from Climate Changeand buildson WHO’s 2021climate and health research gapsreport. REACHis coordinated by the Climate Change and Health Unit inWHO’sDepartmentofEnvironment,Climate Change, and Healthin collabora2on with theWHO Science Divisionand theWHORegionalOfficesand supported by the Wellcome Trust. REACH processREACHis beingdeveloped in collabora2on with researchers, prac22oners, and policymakers from research ins2tu2ons, civil society organiza2ons, government agencies, and interna2onal ins2tu2onsspanning a wide range of sectors and across all WHO regions. Thefirststageof the agenda-se\ng process included a review of systema2c reviews on climate changeand health, a review of exis2ng research agendas and agenda-se\ng ac2vi2es in climate change andhealth, a scan of funder calls for research on climate and health, and in-depthkey informant interviewswith experts and prac22oners in the field. The second stage includedaseries of16consulta2veworkshopsheldin each WHO regionandglobally andincluding par2cipa2onfroma wide range ofstakeholders.Discussion inthese workshops, which weredesigned toiden2fyresearch gaps and needsin climate change andhealth, generatedalarge number ofproposed research topicsfor inclusion inREACHspanning thebreadth of topics and disciplines at the intersec2on of climate and health.Following theseworkshops, the results of theworkshopswere analyzed and synthesized, resul2ng inthe iden2fica2on of 70mainresearch topics acrosssevenbroadresearch themes.Thethird andcurrentstage of the agenda-se\ng process will be aDelphi surveyto refine and priori2ze the researchtopics generated during the consulta2ve workshops. REACH Delphi SurveyThe Delphimethodoffersa structured, itera2ve approach togatherinsights from a large group of stakeholders.Delphisurveysarewidely used inthe field ofglobal healthbothforstrategic foresight, such as iden2fying emerging trends, and for research priority se\ng, helping to refine and narrowdown long lists of poten2al topics.
