However, its benefits risk being unevenly distributed unless collective action is taken to foster inclusivedevelopment and adoption. This paper presents the building blocks for inclusive AI:reliable infrastructure and energy, equitable access to data and computing power, digital skills, multilingual AI models, ethicalpolicy frameworks, and a supportive regulatory environment. It sets out the roles of both government and industry, and the resources needed to spreadAI adoption. The paper emphasises the importance of local innovation ecosystems, inclusiveworkforce development, and enabling policies that support start-ups and small- and medium-sized enterprises (SMEs).The global community can bridge the AI divide and drive sustainable, inclusive development through:Flexible and adaptableregulationsthat buildpublic trust, and enablethe widespreadadoption of AIInclusive accesstoenergy, infrastructure, data, skills and locallyrelevant AI applicationswithout resorting toprotectionist or mandatedapproachesBusiness has a critical role to play in advancing practical, market-driven solutions thatempower all regions to fully participate in and benefit from the AI revolution.
