The Inter-Organisation Programme for the Sound Management of Chemicals (IOMC)was established in 1995 following recommendations made by the 1992 UN Conferenceon Environment and Development to strengthen co-operation and increase internationalco-ordination in the field of chemical safety. The Participating Organisations are FAO,ILO,UNDP,UNEP,UNIDO,UNITAR,WHO,World Bank,Basel,Rotterdam andStockholm Conventions and OECD. The purpose of the IOMC is to promote co-ordinationof the policies and activities pursued by the Participating Organisations, jointly orseparately, to achieve the sound management of chemicals in relation to human healthand the environment. Foreword This document has two aims: First, it suggests an Integrated Approach on Testing and Assessment (IATA) for serious eye damage andeye irritation hazard identification, in view of replacing the "sequential testing strategy", which has originallybeen provided in the supplement to OECDTG 405 and which requires adaptation to technical progress. Second, the document provides key information characteristics of each of the individual informationsources comprising the IATA. Furthermore, it provides guidance on how and when to integrate existingand/or newly generated information for decision making,including decisions on the need for further testingor final decisions on classification and labelling regarding the potential eye hazard effects of test chemicals. This Guidance Document was originally approved by the 29th Meeting of the WNT in April 2017, updatedin 2018 to reflect revisions of Test Guidelines, in particular TG 438 and TG 492, and again in 2024 toinclude new and updated Test Guidelines 494, 496, 467, and 492B.In the latest update, the decision treefor IATA was updated toaccount for theavailability of TGs 467 and 492B, stand-alone methods that canpredict three UN GHS categories for eye hazards, along with other updates to reflect the latest status ofinformation sources available for IATA.
