GHub advances the policy development anddialogues in cutting-edge areas of sustainable development, seeks innovative solutions to qualitygrowth, climate resilience and carbon neutrality in China and beyond, contributing to a net-zero andnature-positive future. 前言 无论是愈演愈烈的极端天气事件与异常气候、还是气候科学的最新评估结果,都在向全世界发出警告:我们或许已经告别全球变暖,不得不面对即将到来的“全球沸腾”时代。随着 1.5℃全球升温逐步迫近,一方面,全球各方需加速削减温室气体排放,遏制现有的升温趋势;另一方面,强化区域、国家、地方乃至个人的适应气候变化能力变得至关重要。特别是对发展中国家来说,构建气候韧性、最小化气候变化可能带来的负面影响与冲击刻不容缓。 北京绿研公益发展中心(简称绿研)作为一家环境智库型社会组织,长期关注全球气候治理、国际气候投融资合作和各国的气候政策,助力中国和全球以公正转型迈向具有气候韧性的零碳未来。面对当下的气候挑战,绿研将视角逐步转向适应领域的迫切需求,致力于参与适应领域的研究与国际合作,贡献于构建全球气候韧性的进程。2022 年,绿研组织了气候适应系列工作坊,从气候科学与适应政策制定、农业与农村适应气候变化、城市适应气候变化和动员适应投融资这四个角度切入,共邀请 18 位来自国内外政府部门、研究机构、金融机构、企业和社会组织的专家和利益相关方分享洞见,对中国和全球的适应现状、良好实践和实际挑战展开讨论。四期工作坊吸引来自政府、政府智库、大学、研究机构、企业、咨询机构、国际和国内社会组织、媒体和青年人等与适应气候变化密切相关的 360 余人参会,为特别是在中国国内讨论适应议题打下信息基础,并开拓了话语空间。 这份简报撷取系列工作坊专家发言和讨论的精华,并补充最新的气候科学研究进展和必要的案例信息,旨在增进对中国和世界气候适应现状、机遇与挑战的理解,并以此作为后续适应领域研究和交流对话的参考与基石。简报共有中、英双语两个版本,希望也可以为国际利益相关方了解中国在适应领域的政策和实践经验提供一扇具有民间视角的窗户,并贡献于推动中国在南南气候合作中开展适应领域的合作。 Preface The increasing number of extreme weather eventsand climate anomalies, along with the latest researchfindings of climate science, warn that we may havealready surpassed global warming and are entering theera of "global boiling". As global average temperaturerise approaches 1.5°C , it is crucial for all par tiesworldwide to accelerate actions to mitigate greenhousegas emissions and curb the current warming trend. Onthe other hand, it is essential to enhance the capacity forregional, national, local, and even individual adaptationto climate change. Developing countries are in urgentneeds to build climate resilience and minimize thepotential negative impacts of climate change. climate resilience in urban areas, and financing foradaptation. A total of 18 experts and stakeholders fromdomestic and international governmental thinktanks,research institutions, financial institutions, enterprises,and social organizations were invited to share insightsand discuss the status, good practices, and challengesof adaptation in China and developing countries. Theseries attracted more than 360 participants from varioussectors, including government, governmental thinktanks, universities, research institutes, enterprises,consulting agencies, international and domestic socialorganizations, media, and youth. These participantscould play important roles in climate change adaptation,laying a foundation for mainstreaming the topic ofadaptation, particularly within China.
