Pathways that can transition China from supply-driven to demand-pull By Bei Guo, Shuyi Li, Ting Li, Peishan Wang, and Yujun Xue As the cost of renewable energy continues to fall and clean energy deployment accelerates, greenhydrogen, green ammonia, and green methanol are emerging as critical solutions for decarbonizingdifficult-to-electrify sectors. Their dual role as both industrial feedstocks and low-carbon fuelspositions them to support emissions reductions across chemicals, steel, shipping, aviation, and powergeneration. China's development progress in renewable energy, electrolyzer manufacturing, andindustrial supply chains provides a strong foundation for scaling these next-generation energycarriers Growing policy support and a rapidly expanding project pipeline have brought China's greenammonia and green methanol industries to a critical turning point. By the end of 2025, announcedproduction capacity exceeded 20 million tons for green ammonia and 23 million tons for greenmethanol. However, significant barriers remain. Many technologies remain in the demonstrationstage, production costs are still two to three times higher than conventional pathways, and the pace ofdemand creation has not kept up with supply-side ambitions. Green ammonia, in particular, faces agrowing risk of oversupply without stronger downstream market development. To capture the full value of green hydrogen-derived fuels, industry development must evolve from asupply-led approach to demand-driven growth. This requires coordinated action across the valuechain: accelerating technology deployment in resource-rich regions, reducing feedstock andproduction costs, creatingrobust certification and marketmechanisms, and cultivatingdemand insectors such as shipping,chemicals,and heavy industry.Drawingon industrydata,projectanalysisand market modeling, this report examines the opportunities and challenges facing China's greenammonia and green methanol industries and outlines practical pathways to support large-scale, long-termdevelopment.
