Trump issued Space Policy Directive–2(SPD-2),Streamlining Regulations on Commercial Use of Space.1The section onradio frequencyspectrumrequires the Secretary of Commerce and the Director of the Office of Science and TechnologyPolicy(OSTP)to provide a report to the President “on improving theglobal competitiveness ofthe United States space sector throughradio frequencyspectrum policies, regulation, and UnitedStates activities at the International Telecommunication Union and other multilateral forums.”2This report responds with a set of recommendations tosupporttheradio frequencyneeds of theUnited States space sector. The Trump Administration recognizesthat a healthy satellite industry, equippedwithsufficient access toradio frequencyspectrum,is essential to the global competitiveness of theUnited States space sector.This reportalsoconsidersthe need to protect national security assetsand balance other economic interests, consistent with the Administration’s holistic approach tospectrum management and policyreflected in the recently issued Presidential MemorandumonDeveloping aSustainable Spectrum Strategy for America’s Future.3 In thisreport, we
