Empowering Learners for the Age of AI: An AI Literacy Framework for Primaryand Secondary Education (AILit Framework)is a joint initiative of the EuropeanCommission and the Organisation for Economic Co-operation and Development(OECD). CodeAI and leading international experts support its development. TheAILit Framework contributes to the PISA 2029 Media & Artificial Intelligence(MAIL) Literacy assessment. The AILit Framework is conceived as part of a broader international effort tostrengthen AI literacy in education systems worldwide. Its principles and designchoicesare aligned with globally recognised policy frameworks developedby the OECD (AI Principles,Global Partnership on AI) and other internationalorganisations, including UNESCO (SDG 4- Education 2030,AI CompetenciesFrameworks), UNICEF (Policy Guidance on AI for Children), and the World Bank(Human Capital Project). This global alignment strengthens the promotion ofsharedinternational commitments to human-centred,ethical,and inclusiveapproaches to AI, and promotes its adaptation to diverse education systems,governance traditions, and levels of digital readiness around the world. Thisframework also aligns with the broader European Commission effortsto promote quality and inclusive education and skills provision for the digitaltransformation in the context of theDigital Education Action Plan 2021-2027(European Commission, 2020) under the2021-2030 European Education Areastrategic framework. In particular, the framework responds to the Council Recommendations (2023a)on digital education and skills. It also complements the 2026Updated EthicalGuidelines on the Use of Artificial Intelligence (AI) and Data in Teaching and Learningfor Educators(European Commission, 2026b), theDigComp 3.0: European DigitalCompetence Framework(Cosgrove & Cachia, 2025) and the upcomingUpdateof the DigCompEdu(Redecker, 2017). Furthermore, the EU AI Act (2024), whichpromotes a human-centred and risk-based approach to the adoption of AIsystems, calls for the development of AI literacy.
