CLIMATEHIGH-LEVELCHAMPIONS The Climate High-Level Champions – mandated at COP 21 and appointed annually byCOP Presidencies – drive ambitious climate action by connecting governments withvoluntary solutions led by cities, regions, businesses, investors, Indigenous peoples andcivil society. They oversee delivery of the Marrakech Partnership five-year plan, flagshipcampaigns such as Race to Zero and Race to Resilience, and now the Action Agenda – aunifiedroadmap aligning non-state actors around delivery of the Global Stocktakeoutcomes. Mr Dan Ioschpe and Mr Samed Ağırbaş serve as the current Climate High-LevelChampions for COP 30 and COP 31. ABOUT THIS REPORT Since its launch at COP 26, the Breakthrough Agenda has served as a framework forstrengtheninginternational collaboration across major emitting sectors.Participatingcountries have endorsed shared “Breakthrough” goals to make clean technologies andsustainable practices more affordable, accessible and attractive than their alternatives by2030 across the power, road transport, hydrogen, steel, cement and buildings sectors. The Breakthrough Agenda establishes an annual cycle to track progress towards thesegoals, identify where stronger or more co-ordinated international action is needed, andsupportcollective efforts to accelerate deployment.Central to this process is therecognition that many barriers to progress – including fragmented standards, weak demandsignals, financing constraints and infrastructure gaps – cannot be addressed throughnational action alone, and require targeted international collaboration.
