Foreword This technicalpaperintroduces the OECD.AI Index, a composite measurement frameworkdesigned to assess countries’ implementation of the OECD Recommendation on ArtificialIntelligence. The Index is structured around the five policy areas under theNational policies andinternational co-operation for trustworthy AIand provides a comparable overview of national AIecosystems across OECD Member countries. It integrates 28AI-specific indicators drawn fromofficial statistics, administrative records, surveys, and innovative datasources, organised intofivecomponents:AI Research and Development,AI Enabling Infrastructure,AI PolicyEnvironment, Jobs and Skills, and International Co-operation. Thepaperdetails the conceptual framework,indicators,data sources, and methodologicalchoices underpinning the Index. It describes theproceduresappliedfor data harmonisation,missing-value imputation, normalisation, weighting, and aggregation. In addition, it presentstherobustness and sensitivity analyses conductedtoensurestatistical integrity,accuracy,andreliability.It also presents results for 2023 and 2024. The OECD.AI Index is intended as a policy-oriented tool to support evidence-based AIgovernance, facilitate international comparison, and guide future monitoring of progress towardtrustworthy AI. Thistechnicalpaperand previous versions of it were discussedat the meetings of the WorkingParty on Artificial Intelligence Governance (AIGO)and of the Digital Policy Committee (DPC)and considers delegate feedback received.It also benefitted frominputs fromthe Working Partyon Digital Economics, Measurement, and Analysis (DEMA).
