Foreword The increasing digitalisation of financial servicesand the popularity of digital tools tohelpmanagepersonalfinancesaregrowing trendsexperienced in many economies,including intheASEAN region. In recognisingtheopportunities and challengesarising from increasing access to and use ofdigitalfinancial products and services,thisdocument presentsaDigital Financial Literacy Core CompetencyFrameworkfor adults in ASEAN(hereafter “DFLCC Framework”). The DFLCC Frameworkcan be usedby policymakers and other stakeholders to identify competency gaps, informthe design ofdigitalfinancial literacystrategies, policy initiativesand programmes, as well assupportmeasurementandevaluation. ThisDFLCC Frameworkwasdeveloped by the OECDat therequestofMalaysia and Indonesia as co-leads of theAssociation of Southeast Asian Nations(ASEAN)Working Committee on FinancialInclusion(WC-FINC)Desired Outcome 4 sub-committee (on ‘Increasing Awareness on FinancialEducation and Consumer Protection’)following theImplementation Guidelines to Strengthen DigitalFinancial Literacy in ASEANdeveloped under theIndonesia Chair 2023ofASEAN. ThisDFLCC Framework provides a structured summary of outcome-basedcorecompetenciesrelevantfor ASEAN Member States (AMS)regarding the knowledge,skills, behaviours and attitudes thatindividualsshould demonstrate to safelynavigateand benefit fromdigitalfinance. Itfocuses on adultsand their personal and household financial decisions, while includingsome core competencies that arerelevant for other target groups, notably young peoplebetween15and 18yearsandowners of micro,small and medium-sized enterprises(MSMEs).Italso includes some competencies of relevance forIslamic financeprinciples. It isapplicableacross AMSand it is intended thatAMS will be able to decideif and how they wish toaddress those competenciesin their national contexts.
