ActionAid worksto strengthen the capacity and active agency of peopleliving in poverty, their communities, organisations andmovements. This includes challenging the exclusion ofwomen, minorities and vulnerable persons from assertingand claiming their rights. ActionAid Cambodia works with the poorest and mostexcluded men, women and children in Cambodia, makinglong-term commitments to advance their human rightsand transform the world in which their children growup. ActionAid Cambodia’s approach to change putshuman rights front and centre, prioritising empowerment,solidarity and campaigning. The GSMA Innovation Fund ActionAid was one of the organisations supported by the GSMA Innovation Fund for AnticipatoryHumanitarian Action, launched in 2022. This initiative was funded by the UK Foreign,Commonwealth & Development Office (FCDO) and was supported by the GSMA and its members. The Fund backed solutions that leverage mobile digital technology to help anticipate potentialhumanitarian impacts and enable effective early response. By focusing on the important theme ofanticipatory action, the Fund contributes towards the minimisation of humanitarian impacts andthe improvement of preparedness in the face of sudden-onset crises. The project Strengthening anticipatory action inCambodia through a more inclusiveearly warning system Cambodia is one of the most disaster-prone countriesin Southeast Asia and regularly experiences floodingand drought. Limited adaptive capacity, infrastructuregaps and uneven service provision have contributedto Cambodia’s vulnerability to climate variability andchange.1Droughts, coupled with poor management ofwater sources, have severely affected communities andtheir food security. Early warning systems (EWS) are in operation inCambodia but have not had the desired impact. Thisincludes EWS 1294, a national system that providesa vital service to several communities across ruralCambodia. Developed in partnership with People inNeed (PIN) and Cambodia’s National Committee forDisaster Management (NCDM), it is community led,with strong buy-in from government authorities andcooperation with the private sector. EWS 1294 isavailable to all mobile phone users on every mobilenetwork in Cambodia. The original version of the EWSfocused on flood monitoring. Under the GSMA Innovation Fund grant, ActionAidCambodia sought to strengthen humanitariananticipatory action in Cambodia by upgrading andexpanding the capabilities and reach of EWS 1294 toaddress the impacts of drought. It aimed to achievethis by improving groundwater monitoring sensors totransmit real-time data on water levels to the nationalEWS broadcasting platform. The project was deliveredin close collaboration with the National DisasterManagement Authority (NDMA) and the Ministry of RuralDevelopment (MRD). ActionAid focused on increasing the number of usersof the EWS 1294 software by raising public awarenessof the service and explaining how to register. Thisincluded promoting its interactive voice response (IVR)feature – designed for people with low digital literacylevels – to be more inclusive and reach more peoplewith messaging. At the same time, ActionAid workedto increase coordination among government ministriesto improve disaster preparedness and response,particularly through the promotion of EWS like 1294
