Intentionallyleftblank CHIEFSPONSOR'SSTATEMENTOFCOMMITMENT Nigeria stands at a defining inflection point in its energy journey. With 37.5billion barrels of proven oil reserves and 209.26Tcf of proven gas, with anupside potential of up to 6ooTcf, Nigeria possesses one of the mostconseguential hydrocarbon basins in the world. Combined with bold reformssuch as the Petroleum Industry Act (PiA) and the government's long-termaccelerate sustainable economic growth and global energy leadership. Building on this foundation, NNPC Limited's Gas Master Plan (GMP) 2026 setsforth a commercially driven, execution-anchored roadmap to transformNigeria into a globally competitive gas hub. This plan is built to deliver thePresidential mandate of increasing national gas production to 1o BCF/D byinvestments across the oil and gas value chain by 2030. The NNPC Gas Master Plan is anchored on NNPC's contribution to deliveringNigeria's strategic gas production targets of 10 BCF/D by 2027 and 12 BCF/Dby 2030, while systematically advancing 3P resources into bankable 2Preserves. It prioritises cost optimisation and operational excellence across theentire gas value chain and strengthens supply to power, CNG, LPG, Mini- LNGand key industrial off-takers. Central to this agenda is the commitment toeliminate routine gas flaring by 2o27, minimise reinjection, and acceleratedeep water gas development to close critical infrastructure gaps. The planalso unlocks growth for Gas-Based Industries (GBls), reinforces strategicassets such as AAGp and EwOGGs, expands national processing capacity, and operationalises gas hub models for greater efficiency. To attract globalcapital, the framework institutionalizes a competitive willing buyer-willinginvestor confidence. The Federal Government of Nigeria, under the leadership of His ExcellencyPresident Bola Ahmed Tinubu, GcFR, has further reinforced investorconfidence through targeted fiscal incentives, tax credits, exemptions, andinvestment-friendly policies, designed to position Nigeria as the preferreddestinationforglobalenergycapital. investor-centric approach to developing the GMP 2o26. This editionrepresents deeper alignment with the Decade of Gas Initiative, industryis unlocked with speed, disciplined execution, and shared value creation. Our achievements to date, including the development of a robustflexible export/domestic supply strategies, form a solid operational base foraccelerated delivery. As the Chief Sponsor of this transformative agenda, I reaffirm my fullcommitment to providing the leadership, strategic oversight, resources andleadership required to achieve the bold milestones before us. The NNPC2026Work Plan will be executed with precision, discipline, and accountability. I call on all stakeholders'operators, investors, policymakers, and the broadergas ecosystem to work closely with the GMP Implementation AssuranceTeam to ensure full realisation of Nigeria's gas potential. Together, we willunlock unprecedented value, attract global investments, power industries, and elevate Nigeria as a prosperous, energy-secure nation. I am counting on your continued partnership and steadfast support as wedeliver on this shared vision. Engr.Bashir Bayo OjulariGroup Chief Executive Officer,NNPC Limited.
