上海市“一企一品一码”危化管理通知（含英文翻译）

关于推进基于“一企一品一码”的危险化学品 出入库及危险货物装卸信息化管理工作的通知 NoticeonAdvancingtheInformationManagementontheWarehousingofHazardousChemicalsandLoading/UnloadingofDangerousGoodsBasedon“OneEnterprise,OneProductwithOneQRCode”bytheShanghaiEmergencyManagementBureauandShanghaiMunicipalTransportationCommission 各有关单位： 为深入贯彻落实上海城市数字化转型战略，切实加强本市危险化学品安全领域跨部门综合监管，提升政府科技监管效能，有效降低安全风险，根据《全国危险化学品安全风险集中治理方案》（安委〔2021〕12号文）、《上海市危险化学品安全管理办法》、《上海市全面加强危险化学品安全生产工作的实施意见》等有关规定，市应急局、市交通委决定在全市推进以“一企一品一码”为基础的危险化学品出入库及危险货物装卸信息化管理工作，加强各环节的信息及业务衔接。现就有关要求通知如下。 Toallrelevantunits: InaccordancewithlawsandregulationsincludingtheNationalActionPlanfortheCentralizedManagementofChemicalSafetyRisks(SafetyCommittee[2021]No.12), Measuresof Shanghai Municipality for the Safety Administration of DangerousChemicals,OpinionsontheComprehensiveStrengtheningofSafeProductionWorkofHazardousChemicalsinShanghai,theShanghaiEmergencyManagementBureauandShanghaiMunicipalTransportationCommissionpublishedthisNoticetopromotetheinformation management on the warehousing of hazardous chemicals andloading/unloadingofdangerousgoodsbasedon“OneEnterprise,OneProductwithOneQRCode”forthepurposesofimplementingtheShanghai’sstrategyfordigitaltransformation,strengthening the inter-departmental supervision in the field ofhazardouschemicalssafetyinShanghai,andreducingsafetyrisks. 一、工作任务 根据应急管理部“一企一品一码”有关要求，指导本市危险化学品企业对《危险化学品目录（2015版）》（以下简称《目录》）内列明的危险化学品产品实行本市危险化学品追溯码的统一赋码和扫码，逐步探索建立危险化学品追溯体系。推动全市有实物的危险化学品许可企业实现危险化学品出入库动态管理，向应急管理部门上报规范的危险化学品库存及出入库信息。进一步压实本市危险化学品企业履行危险货物充装或者装载查验、记录的义务，切实加强本市危险货物道路运输储运环节管理。 1.Worktasks Inrespondtotherequirementsofthe“OneEnterprise,OneProductwithOneQRCode”byChina’sMinistryofEmergencyandManagement,enterprisesinvolvinghazardouschemicalsarerequiredtoassignandscanQRcodestochemicalslistedintheCatalogofHazardousChemicals(2015Edition)(hereinafterreferredtoas“theCatalog”).Enterpriseswithphysicalhazardouschemicalpermitsareencouragedtoimplementthedynamic management ofhazardouschemicalsand arerequiredto reportthe storage and inventory of hazardous chemicals to relevant emergencymanagementdepartments.Moreover,enterprisesinvolvinghazardouschemicalsinShanghaiaresupposedtoconductinspectionsandrecord-keepingforthefillingorloadingofdangerousgoods,andtostrengthenthemanagementofdangerousgoodsduringtheroadtransportationandstorage. （一）实施危险化学品追溯码源头赋码 依托应急管理部危险化学品登记综合服务系统，自2024年起在本市推行危险化学品追溯码统一赋码，实现危险化学品每个货品每个批次独立赋码，具体要求包括： 1.《危险化学品目录（2015版）实施指南（试行）》附件《危险化学品分类信息表》中列出品名的危险化学品应赋追溯码，符合危险化学品确定原则但未列明品名的危险化学品不强制赋码。 2.在本市范围内生产、充装、分装、更换化学品标签的危险化学品应赋追溯码，包装规格小于100克/毫升的无需赋码。使用管道运输和油船、散装化学品船和液化气船运输的危险化学品不在赋码范围内。 3.从上海口岸通关、在本市范围内流通的进口危险化学品，在进入本市危险化学品经营（带有储存设施、仓储）许可企业仓库后应赋追溯码（作为该经营企业原料自用的除外）。自上海口岸通关后直接运输至外省市，或直接运输至本市企业作为生产原料自用的危险化学品无需赋码。 4.源头赋码企业应根据《上海市危险化学品出入库信息管理及追溯码建设指导书》的数据规则生成危险化学品追溯码，将生成后的危险化学品追溯码有关信息实时上传至上海市危险化学品全过程监管信息系统内。 5.企业需在危险化学品每段流通环节的最小外包装上规范印刷、粘贴危险化学品追溯码。使用槽罐车运输的危险化学品可使用虚拟追溯码，也可将危险化学品追溯码印刷在 提货单/订单上。 6.鼓励进口企业实施进口危险化学品境外赋码，对于实现境外赋码的企业，优先推荐为上海海关危险化学品通关检验“白名单”企业，享受通关检验减免优惠政策。 1)AssignCodesforHazardousChemicalsattheSource WithsupportofthecomprehensiveservicesystemforhazardouschemicalregistrationbytheMinistryofEmergencyManagement(MEM),allgoodscontaininghazardouschemicalsinallbatcheswillbegivenauniquecodesince2024.Inthefollowingarethedetails: a)Hazardouschemicalslistedinthe“TableoftheClassificationofHazardousChemicals”oftheannex tothe“GuidelinefortheImplementationoftheCatalogofHazardousChemicals(2015Edition)(Trial)”shouldbeassignedQRcode.HazardouschemicalsthatmeetthedeterminativecriteriabutdonothavespecifiednamesarenotrequiredtohaveQRcode. b)Hazardous chemicals produced,filled,repackaged,or relabeled withinShanghaishouldbeassignedQRcode,exceptforthosewhosepackagingspecificationslessthan100grams/milliliters.Hazardouschemicalstransportedviapipelines,oiltankers,chemicaltankersforchemicalsinbulk,andliquefiedgasshipsarenotrequiredtohaveQRcode. c)Imported hazardous chemicals that clear customs at Shanghai ports andcirculatewithinShanghaimustbeassignedQRcodesoncetheyenterthewarehousesof licensed hazardous chemical businesses in the city(withstoragefacilitiesandwarehousing),exceptforthoseusedasrawmaterialsbythebusinessitself.HazardouschemicalsthataredirectlytransportedtootherprovincesorcitiesinChinaaftercustomsclearanceatShanghaiports,or directlyto local enterprises in Shanghai for their own production as rawmaterials,arenotrequiredtohaveQRcode. d)Enterprises assigning QR codes at source shall generate QR codes tohazardouschemicals based on the Guidance on the Establishment ofTraceabilityCodes and the Information of Warehousing of HazardousChemicals,anduploadtheupdatesofQRcodestotheofficialsurveillancesystem. e)EnterprisesarerequiredtostandardizetheprintingorlabellingofQRcodesonthesmallestexternalpackagingofhazardouschemicalsineverycirculationstage.Hazardous chemicals transported in tank trucksare allowed tousevirtualQRcodesorprinttheQRcodeonthedeliveryorder/bookingorder. f)EnterprisesimportinghazardouschemicalsareencouragedtogiveQRcodesforimported hazardous chemicals.Enterprise
