FOREWORD In response to changing development needs,ASEAN Digital Ministers (ADGMiN)haveperiodically introduced regional Masterplans to support cooperation in the digitalsector.RecentframeworksincludingtheASEANICTMasterplan2016-2020（AIM2020),theASEANDigital Masterplan2021-2025(ADM2025),havehelpedguidecollective efforts to enhance digital connectivity, innovation, and inclusion acrossASEAN. As digital technologies continue to advance and become increasingly embedded in allaspects of economicand social life,ADGMiN's shared approachtodigitalcooperationis being updated to reflect emerging trends, opportunities, and challenges. In thiscontext, the ASEAN Digital Masterplan 2026-2030 (ADM 2030) is developed asthe next phase in ASEAN's ongoing digital cooperation journey,building on earlierexperiencesandlessonslearned. ADM 2030 is intended to serve as a common strategic reference to support andencourage regional cooperation in the digital domain over the coming years.It aimstohelp ASEANMemberStates advance theirdigital development efforts,strengthenregional connectivityand interoperability,and promote atrusted and inclusive digitalenvironment,in a mannerthat is practical and responsiveto national needs. The Masterplan does not seek to imposeobligations onASEANMember States,butrather to offera flexible framework that respects different levels of readiness,nationalpriorities, and development pathways, while fostering voluntary and mutuallybeneficial cooperationacrosstheregion. ADM 2030 also provides a reference framework for ASEAN's Dialogue andDevelopment Partners (DPs)when designing their cooperation plans in the digitalsector.By outlining common priorities, strategic focus areas, and aspirational targetsthe Masterplan helps DPs align their programs and investments with ASEAN's regionalobjectives,facilitating more coordinated,relevant,and impactful support. Through this approach, ASEAN's central role as the coordinator and driving forceregional digital cooperation is reinforced, ensuring that initiatives are aligned, mutuallysupportive, and guided by ASEAN's priorities, while offering a clear entry point forDialogue and Development Partners to contribute effectivelyto the region. 2. EXECUTIVE SUMMARY Context and Purpose The ASEAN Digital Masterplan 2030 (ADM 2030) sets out a shared strategicdirection to guide regional digital cooperation for the period 2026-2030.Buildingon the foundations laid by previous frameworks, including the ASEAN ICTMasterplan2020(AIM2020)andtheASEANDigital Masterplan2025(ADM2025),ADM2030 respondsto a rapidly evolving digital landscapemarked bytechnological acceleration,increasinggeopolitical andeconomicuncertainty,andgrowing expectations for inclusive and sustainable development. As digital technologies continue to advance,become deeply embedded acrosseconomies,societies,andgovernance systems,AsEAN's digital cooperationhasentered a more mature phase with the need to move beyond initial connectivityefforts toward a more comprehensive,deeply integrated,and seamless digitalecosystem that supports meaningful cross-border digital interaction among allASEANMemberStates. Vision and Strategic Direction The Masterplan sets out a clear vision of ASEAN as an integrated, secure,trusted,innovative,and inclusive digital community,where citizens andbusinesses can access opportunities,build capabilities,and thrive in theglobal digital economy. To realise this vision,ADM2030 is therefore designed to support ASEAN MemberStates (AMs) in harnessing digital transformation and emerging technologies)includingartificial intelligence (Al)as akeyenablerof economic resilience,sociainclusion,innovation,and sustainability,while strengthening ASEAN's collectiveposition in the global digital economy.
