In order to conduct discussions effectively, itis essential to validate them with objective quantitative data. 20 0 8 年，藝發局追 溯自1 9 9 9 年至 20 07年 獲公 帑資助 的 表 演 藝團 的 發展 情 況，為全面收 集 及 反映藝 術界發展 狀 況作 一次準備。在研究的過程中，藝術團體可提供 的 現 成 數 據 或 因 定 義、記 錄 方法 及 涵蓋 範 疇 參 差，收 集 得 來 的 數 據 缺 乏一 致性的基準，難以反映一個較為可靠、全面及縱貫性的本地藝術活動現況。 In 2008, the HKADC traced the development of performing artsgroups that had received public subvention between 1999 and 2007.The research was devised to serve as the groundwork for a full-scalestudy on the development of the arts sector. During the study, the dataprovidedby the arts groups lacked consistency due to varyingdefinitions, recording methods and scope. Since no standard means ofmeasurement was applied, the analysis of local arts activities was farfrom comprehensive and lacked longitudinal perspective. 考慮到發展任何調查、統計、推算的機制和系 統 之 前，收 集 基 本 數 據 是 最 踏 實 可行的第一步，藝發局在 20 0 8 年中決 定開展 一項 恆常 的「香 港 藝 術界 年 度 調 查 」計 劃，期 望 建 立一 套 資 料 搜 集 的 指 標 藍圖，為 業 界 提 供 更 新 的 資 料，以 持 續 跟進 及觀察本港文化藝 術 生 態環 境 和發展趨 勢。 In the development of any framework and mechanism for purposesincluding surveys, statistics and calculations, the collection of raw datais always the most practical and feasible first step to be taken. With thisin mind, the HKADC initiated in 2008 the first of its “Hong Kong AnnualArts Survey” project with the aim of establishing a set of blueprints fordata collection standards, which would enable the HKADC to provideup-to-date information on the arts sector and continue to follow andobserve the local arts and culture milieu and its development. The first survey focused on exhibitions and performances that tookplace in 2007/08. Film arts programmes have been incorporated sincethe second survey. Data collection was expanded to multi-media artsand pop performances in the third survey. The scope of the survey hasgradually expanded with increased data coverage and depth over thepast 10 years, and Literary and Reading Promotion Activities have alsobeen included starting from 2018/19. Participation and support fromthe arts community has contributed to the polishing of the survey andprovided vital reference for the arts development in Hong Kong. 首年計劃 鎖 定 追 蹤 業 界20 07/0 8 年度 進行 的 展 覽 活 動 及 表 演 節目。第二 年 涵 蓋的 範 疇 已包 括了電 影 藝 術 節目。計 劃 第三年，表 演 藝 術 節目增 加 蒐 集 跨 媒 體 藝術 及 流 行 表 演。過 去 十 年，調 查 範 圍 和收 集資 料範圍 的 深 度 及 廣 度 逐 年遞 增，2018/1 9 年度 亦涵蓋 至 文學及閱 讀 推 廣活 動，業 界 的 參 與 和 支 持 有助 逐 步 完 善這 項 計 劃，並 為 香 港 藝 術 的 發展 提 供 重要依據。 隨着政府於2023年起逐步放寬社交距離措施，並於同年3月全面撤銷「口罩令」，社 會 邁 向 復 常 新 階 段。本 地 藝 文 活 動 亦有 序 復 常，實 體 活 動 再 度 成 爲 主 流。因此，2 0 2 3/ 24 年 度 的 資 料 收 集 範 圍 僅 涵蓋 實 體 藝 文 節目，並 未 包 括 網 上 活 動 資料。 Following the government’s gradual relaxation of social distancingmeasures from 2023 onwards and fully lifting the mask mandate inMarch of the same year, society has entered a new phase of normalcy.Local arts and cultural activities have also resumed in an orderlymanner, with physical activities once again becoming the mainstream.Therefore, the scope of data collection for 2023/24 covers only physicalarts and cultural programmes and excludes data on online activities. 長 遠而言，建立一套適合的指標，以衡量本 地 藝 術 文化 的 行業 生 態，以 及 評 估 它為 社 會 帶 來 的 文化 價 值、經 濟 價 值 和 公共 價 值 效 益，實 有 賴 同 業 及研 究 機 構 的參與 及 支 持。我 們 歡 迎 關心 本港 藝 術 發展 的 政 策 部 門、研 究 機 構、業 界 組 織 與本 局 合 作，進 行 下一 階 段 的 相 關 研 究 項目，推動本地的藝術發展。 In the long run, the participation and support of all arts groups,practitioners and research institutions are indispensable in coming upwith a suitable benchmark to measure the ecology of the local arts andcultural industry, and to assess the cultural, economic and social impactfor local life.
