United Nations publication issued by the United NationsConference on Trade and Development Foreword The United Nations system is currently scaling up an ambitious reform to propose a cohesiveresponse to the transformed international agenda characterized by a series of multiple crises inthe political and socioeconomic spheres that acutely affect developing countries. Member States nurture high expectations regarding the development pillar of the United Nationsto promote effective multilateralism with a view to leading to a more inclusive and sustainableworld. At the country level, Governments are asking for an agile United Nations system topropose comprehensive assistance, ranging from macroeconomics policy aspects to morelocal-level needs. The United Nations Inter-Agency Cluster on Trade and Productive Capacity has proved tobe particularly valuable, with assistance through it streamlined along the core mandate andexpertise of its constituent agencies. With an optimized articulation between headquarters andcountry-level organizations, the Inter-Agency Cluster offers policy recommendations throughtailored joint programmes carried out in the context of United Nations Sustainable DevelopmentCooperation Frameworks. In these challenging times, the United Nations Inter-Agency Cluster on Trade and ProductiveCapacity led by UNCTAD could thus greatly contribute to addressing the issue of duplicativeefforts and ensuring effective and efficient mandate delivery. Member States are therefore strongly encouraged to support the Inter-Agency Cluster, as itconstitutes an efficient coordination mechanism aimed at enhancing the development impactof trade and trade-related national policies and productive activities. United Nations Inter-Agency Clusteron Trade and Productive Capacity The Cluster An effective mechanismin support of the reform ofthe United Nations The Chief Executives Board for Coordination(CEB) Inter-Agency Cluster on Trade andProductive Capacity is led by UNCTAD andincludes FAO, ILO, ITC, UNCITRAL, UNDP,UNEP, UNIDO, UNOPS, WTO and the fiveUnited Nations Regional Commissions. Since its official launch by the UnitedNations Secretary-General during thetwelfth session of the United NationsConference on Trade and Developmentin April 2008, the Cluster has contributedto the United Nations system-widecoherence reform and the 2030 Agendafor Sustainable Development by: The Cluster is an inter-agency mechanismdedicated to the coordination of tradeand development operations within theUnited Nations system. It proposescomprehensive solutions with optimizedlinkages between the formulation ofcommon policy recommendations and theireffective translation at the national level. •Coordinating participation in theUnited Nations system, includingwithin the United Nations SustainableDevelopment Group, with a viewto developing new United Nationsrules, standards and best practicesfor inter-agency operations•Coordinating participation in the UnitedNations Sustainable DevelopmentCooperation Framework, with aview to proposing coherent inter-agency modalities of assistance,through a combination of advisory(policy-oriented) and technical(action-oriented) assistance, tobest address objectives under theSustainable Development Goals.
