Trade and Cooperation Agreement London & via videoconference, 8 October 2025 Joint Minutes The fifth meeting of the Trade Specialised Committee on Public Procurement under theTrade andCooperation Agreement (TCA) between the European Union (EU) and the United Kingdom (UK)took place on 8 October 2025 in London (with some participants connecting via videoconference). Agenda item 1–Opening remarks and adoption of the agenda TheUK and the EU (the Parties) both delivered their opening remarks and the agenda was adopted. Agenda item 2–Update on developments in the UK and the EU The UK presented the Procurement Act, focusing on the National Procurement Policy Statement.The discussion focused onwhich services sit under the Provider Selection Regime (PSR) versusthe Procurement Act,the training provided for procuring entities, and on theUKFind a TenderService (FTS). The EU provided an update on the International ProcurementInstrument (IPI)and presentedthereport on the application of the IPI, which was published in July 2025.The discussion touchedupon theorigin of the bidderandtheEU’sProcurement for Buyers tool.The parties also noted theimportance ofaccuratedata to inform public procurement. While noting thatthe work is still at an early stage, theEU presented theprocurementelements ofthe EU Competitiveness Compass, focusing on therevision of the Public Procurement Directivesand outlining the next steps of the formal process. The UK presented on the Procurement Elements of the UK Industrial Strategy: Consultation onGrowing British Industry, Jobs and Skills. The EU referenced the current geopoliticalcontext;reflecting on the similarities between the UK and EU’s respective priorities and the sharedchallenges both Parties face. It was agreed that both Parties will monitor how their respectiveworkstreams develop with interest. Attachments:1. Final agenda2.
