Since 2018, the Secretariat has published a series of frameworksand guidance documents to guide evaluation work and promote the culture of evaluation across the Organization. These include the Practical guide to evaluation for programme managers and evaluationstaff (2023)(1), the Implementation framework of the WHO evaluation policy (2022)(2), the Framework 2.Following recommendations of the Independent Expert Oversight Advisory Committee,1in 2024 theSecretariat conducted a comparative review of the WHO evaluation function and those of selected United Nations entities(5).2The Executive Board, in its decision EB155(1) (2024), requested a revision of
