In these disruptive and uncertain times, the proliferationand fragmentation of the aid system continues to jeopardise the effectiveness, qualityand impact of development co-operation. Increased development effectiveness,including better coordination among diverse partners, reduced transaction costs andburdens on partner countries, and strengthened country systems, is needed tomaximise the impact of limited resources and better respond to the needs of
