As the market is emerging in Australia, our work is particularly aimed atincreasing certainty for investment through policy, knowledge sharingand education. The Australian Energy Regulator (AER) is the national regulator for electricity and gassupply in Australia. The AER has responsibility for regulation of energy networks, protectingthe interests of consumers through the enforcement of the National EnergyRetail Law. The Review The EVC acknowledges thatit has been heard intheconsultationsleading up to thepublication ofthis draft decision.1 If the final decision is published similarly to what isoutlined in the draft, it is our assessment that EV charging will continue to be possible inembedded networksettings at the residential levelsuch as apartment buildingsand at thecommercial level such as in shoppingcentres,commercialprecincts etc. It also appears thatEV charging will remain possible at holiday lets, caravan parks andthe like,as an additional servicesecondary to the main service being provided and thatthose providing the service will beeligible for a network exemption. Future consultations and rule changes The EVC will continue to advocate forproponents of EV charging stations withinembedded networks to beafforded access to the competitive retail marketto ensurecharging prices are kept low andequitable allocation of extra charges such as demand or capacity chargesgo to those that incur them.This is currently notalwaysthe case assomeembedded network owners are writing into the contract that ChargePoint Operators(CPOs)use theembedded network as their energy supplier. The EVC will also continue to advocateforembedded networkstoremain an option fornewresidentialbuilds, with appropriate guard rails, to enableeasy and low-costinstallation of EVSupplyEquipment(EVSE)in the building carparks, where energy for theEV can be billed to theEVowner.
