ThereportwillalsobeofinteresttoChiefDataOfficers(CDOs)andChiefAIOfficers(CAIOs),outliningclearstepstobridgethegapbetweenthepublicsector’sAIambitionsanditscurrentcapacity.Additionally,CIOswillfindvalueinthisreportinitsexaminationoftheroleofdataplatformsandITinfrastructureindrivingAIreadiness. Executivesummary Historically,thepublicsectorhasbeenslowtoadoptnewtechnologies.Butthisischanging.In2025,governmentsaroundtheworldaredrivingchangesinthepublicsectorinpursuitofgreaterefficiency.TheyseedataandAIaskey enablersofthisgoal.Asmanyas71%citeefficiencyandcost savingsastheirprincipalincentivesforusingdata. However,thepublicsector’sfocusondataandAIisnotsolelydrivenbyefficiencyconcerns;theaimisalsotoopenupopportunities.GovernmentsareincreasinglyrecognizingthepotentialofAItodelivercitizen-centricservices,driveeconomicgrowth,andfosterinnovation.ThisisreflectedintheAIactionplansbeingdevelopedbyvariouscountries.1 ButtoachievemeaningfulresultsfromAI,itisessentialtomanagedataeffectively.ToassesswhetherpublicsectororganizationshavethedatafoundationsrequiredtoharnessAIeffectively,wesurveyedexecutivesfrom350publicsectororganizationsglobally,withtworespondentsfromeachorganization–onefromtheIT/datafunctionandonefrom alineofbusiness(LOB).Thesurveyincludedgovernmentagenciesatnational,state,local,andinternationallevels, coveringpublicadministration,taxandcustoms,welfare, defense,security,andhealthcare. AIisalreadytransforminggovernment OurresearchrevealsastronginterestinAIamongpublicsectororganizations.AIenhancesdecision-making,operationalefficiency,andservicedelivery.Themajority(64%)ofpublicsectororganizationsarealreadyexploring 64% ofpublicsectororganizationsarealreadyexploringoractivelyworkingonGenAIinitiatives. oractivelyworkingonGenerativeAI(GenAI)initiatives.Thisproportionisevenhigherinthedefense(82%),healthcare(75%)andsecurity(70%)segmentsofthepublicsector. Executivesummary NationalagenciesleadthewayinGenAIadoption,with76%exploringorimplementingGenAI,whileregionalagenciesfollowat59%,andlocalagenciesat52%,indicatingthatbudgetaryconstraintsmaybehinderingsmalleragenciesfromadoptingGenAI.However,only21%ofpublicsectororganizationshavemovedtopilotsoractualdeploymentofGenAI.Datasecurityandtrustissuesaretheprimarybarriers,stemmingfromtheneedtoprotectsensitivecitizendataandensuretheaccuracyandfairnessofAIsystems. Further,ourresearchhighlightsstronginterestinagenticAIwithinthepublicsector,with90%oforganizationsplanningtoexplore,pilotorimplementagenticAIwithinthenext2–3years,with39%focusingonfeasibility,45%exploringpilotprogramsand6%planningtoscale.This isespeciallynoteworthygiventhatagenticAIisanascenttechnology.Itunderscoresthepublicsector'swillingnesstoadoptnewtechnologiestodriveprogressandimproveservices,aswellasitsbeliefinthetransformativepotential ofagenticAI.Byautomatingroutinetasks,agenticAIfreesuphumanresourcestofocusonmorecomplexissues,therebyimprovingefficiencyandservicedelivery.Itcanbeparticularlyvaluableforhandlinglargevolumesofcitizenqueriesandcasework.However,thesuccessofagentic AIdependsonmanyfactorsincludingthematurityofanorganization’sdatamanagementandwell-definedguardrailstoensuretrusteddecisionsandactions. 90% ofpublicsectororganizationsareplanningtoexplore,pilotorimplementagenticAIwithinthenext2–3years.
