Authorities Response to Assessment Report........................................................................ 33 Acronyms and Abbreviations Overall Assessment 1.This report provides an assessment of the data quality of the public sector debt statisticsof Malawi.The assessment has been conducted against theIMF’s Data Quality Assessment Framework(DQAF) for Public Sector Debt Statistics (PSDS) 2024.The DQAF lays out internationally acceptedpractices in statistics, ranging from good governance in data-producing agencies to specific practices incompiling and disseminating public sector debt statistics (PSDS). 2.The mission was undertaken under the auspices of a two-year project to strengthen thequality of public sector debt in select African countries.The project is funded by the Government ofJapan through the Japan Administered Account for Selected IMF Activities (JSA). The IMF mission teamextends its appreciation to the authorities for the warm reception and candid discussions throughout themission and to Mr. Vikas Pandey (the Commonwealth Secretariat), who participated in the mission, forkindly sharing their expertise and insights. 3.This report is based on information provided prior to and during a mission fromJanuary 29 to February 4, 2025, as well as publicly available information.The agencies compilingthe datasets assessed in this report are the Ministry of Finance and Economic Affairs (MoFEA), ReserveBank of Malawi (RBM), and the National Statistical Office of Malawi (NSO). 4.Malawi’s total public sector debt has risen sharply over the last five years rising from48 percent of GDP in March 2020 to 93 percent of GDP in March 2024, according to figurespublished by the Ministry of Finance and Economic Affairs (MoFEA)1.Fiscal pressures that havecontributed to this rise include spending to combat the Covid-19 pandemic and the aftereffects o
