Words by Kate ForbesDeputy First Minister, CabinetSecretary for Economy & Gaelic First, the accelerating pace of global change inthe related domains of business, technology andeconomic development. I’m delighted to be writing the foreword forour £42m national programme for creating,developing, and scaling tech startups. Second, the need for governments, public sectororganisations, businesses, and entrepreneurs tokeeppacewithchangeorrisklosingcompetitiveadvantage. Techscaler is a programme that I am incrediblyproud of; our service provider, CodeBase, deliversthis through education programmes, expertmentoring,accesstocapitalandanetworkofphysical hubs. Techscaler – as established in 2022, and inthe ways it continues to evolve – is designed toaddress these challenges. With hindsight, we couldsay it was launched at just the right time. November 2022 was notable in two ways. InScotland,theScottishGovernment’sTechscalerprogramme was launched by CodeBase andstartupfounderswereinvitedtojoinupandtakepart in a national programme of mentorship,community–building and education. In this, the second Techscaler Annual Report,you’llfindupdatesonprogressandtheongoingevolutionofkeycomponentsofScotland’sTechscaler‘backbone’. Inthesamemonth,thefirstdemoofagenerativeAIchatbotwasreleased–markingasignificantleapinAIinteractionandsettingthestageforother AI applications to follow. Attheoutset,it’sworthrestatingwhatmakesTechscaler unique – which is that it is a trulynational endeavour. No equivalent programmeexists anywhere else in Europe. Techscalerisagenuine#TeamScotlandeffort– supported and delivered through the pulling–together of our enterprise agencies, public sectorstakeholdersandarangeofsupportingpartnerorganisations. Techscaler is central to our ambitions to createoneofthefineststate–fundedentrepreneurialsystems in the world dedicated to the creation ofhigh–growth businesses as well as becoming oneofEurope’sleadingstartupeconomies. Forexample,IampleasedtoseeTechscaler’shand–in–gloveworkwithScotland’senterpriseagencies bearing fruit – in the form of new grantofferings,deliveredincollaborationwithScotland’senterpriseagencies,andScottishDevelopmentInternational’ssupportforTechscaler’sinternational programme in Singapore. A focus on people also acts as a reminder of theoverarchingbenefitofeconomicgrowth–whichis to drive improvements at every level of society.Supporting high–value companies to achievetheir full potential is a good thing, but it is not the‘greatergood’thattheScottishGovernmentaimsto achieve through its investment in Techscaler. That greater good is realised through leveragingthe advantages of tech to enable social, as wellascommercialenterprisetoflourish;supportinga wider and more diverse range of founders andbusinesses to improve their growth prospects;and helping more young people and career–changerstodeveloptheirentrepreneurialskillsandtakeuprolesinourtechecosystem. Inthepagesthatfollow,you’llfindinformationonactivitiesfromtheHighlandstotheScottishBorders(andfurtherafield),evidenceoftheincreasing accessibility of Techscaler services,to entrepreneurs and founders from all overScotland, and details of new partnerships with anever–widening range of diverse organisations. You’llalsofinddetailsofhowTechscaleriscontinually evolving to ensure that it providesthebestplatformpossiblefortheScottishtechecosystem in a rapidly changing world. The promise of Techscaler is to help Scotlandrealise all of these benefits, and I look forward tofurther progress in the years to come. TheScottishGovernment’sambitionforsustainable economic growth is not just aboutoutputsandnumbers,though–it’saboutpeople.
