The Scottish Government and local authorities are striving to develop more housing in town centers to create strong and sustainable places, support active travel, affordable living, and net zero goals. However, there has been limited TCL activity across Scotland, and some towns have had little or no new town center housing development for a long time. A Short Life Working Group was formed to investigate the issues and opportunities for delivering more town center housing, and this report presents a summary of its findings. The report acknowledges that there are significant barriers to delivering TCL projects, but it also highlights successful projects and local place-based programs. The message is that while TCL is complex, it is not impossible to achieve. By harnessing the economic, demographic, wellbeing, and net zero opportunities that TCL offers, it is possible to create more town center living and build a stronger, more sustainable Scotland.
