With the sixth generation of wireless communications now clearly on the horizon, thegovernments ofAlbania,Australia,Canada, Costa Rica, Czechia, Denmark, Estonia, Finland,France, Germany, Greece, Honduras, Italy, Japan, Latvia,Lithuania,Norway,Panama,Paraguay,the Philippines, the Republic of Korea, Romania, Sweden,the United Kingdom, and the UnitedStatesaffirm the followingCall to Action for 6G Leadership and Security: Secure digital infrastructure isessentialto technological competitiveness, economic prosperity,and national security. Advanced telecommunications networks are both the gateway to and theheart of this infrastructure. We are committed to promoting approaches to 6G that deliver an open,interoperable,secure,resilient,AI-supported,highly innovative,and resource efficientglobal communications system,with like-minded nations both leading in and benefiting from the most sophisticated wirelessconnectivity available. 6G networks are likely to underpin diverse innovations–from artificialintelligence toadvancedmanufacturing to defense applications–therebystrengtheningourcollective economic competitiveness,security, public safety, strategic capability, and globalleadership. Important workremainsto be done to realize the full potential of 5G systems, which lay keyfoundations for 6G. We remain committed topursuingprogress on this priority within ourrespective jurisdictions.Given the promise of 6Gand its ongoing technical development, wefurtherpledge to concretely elevate our commitment to facilitating a 6G paradigm that is fullyaligned with our shared vision. Now is the time to putthesewords into action.We must take concrete steps to strengthen our 6Gsupply chains, accelerate innovation, and ensure that the future of wireless communications isshaped by like-minded nations.Each of our governmentsthereforeintendstopursuethisCall toAction, based on our firm recognition that: •In addition to enabling new technologies and innovations, next-generationcommunications networks will underpin major economic and societal activity as well asthe effective delivery of critical services.•Global communications systems are inherently interconnected, which can introducecyber, economic, and national security risks for us individually and as partners. Whetherwithin or across borders, exposure to high-risk 5G or 6G infrastructure underminesconfidence in the security of communications and commerce.We all share the onus toembracestrong baselines for the security and resilience of our networks.•Working together is key to fully seizing the opportunity to help shape the future of 6Gtechnology.We need to act in concert to support open,interoperable,secure,resilient,AI-supported,andresource efficient6G connectivity, in collaboration withindustry, academia, and other stakeholders. We therefore affirm and inviteotherlike-minded governments to join us in affirming thefollowing: •We are committed to proactively fostering conditions for 6G wireless communicationssystems that are open,interoperable,secure, resilient,AI-supported,resource efficient,and driven by innovation and competition.•Each of us can play an important role in contributing to like-minded leadership inenablingan open, secure, and resilient 6G future.•We need to act to promote the adoption and use of open,interoperable,secure, resilient,AI-supported,andresource efficient6G networks on a broad basis, given theirinterconnectedness. This will mean acting collaboratively,with a bias toward action, andin accordancewithnationalpriorities.•Cooperation in shaping the future of global communicationsamplifies the impact of ourindividual contributions. Partnership with like-minded states, industry, and other relevantstakeholders maximizesthis effect.•We should avoidduplication with industry-drivenbodiesengaged on 6G’s technicaldevelopment,whileexploringconstructiveways tointerfacewithprivate sectorstakeholders and one another topromotestrategic awarenessandnetworksecurity.Wealsoclarify that participation in this initiativedoesnot bind or limit any government’sauthorityto pursue its own independent positioning or autonomyin relation to suchbodies. Our respective next steps on thisCall to Actionwill vary based on specific governmentalpriorities, resources, and capabilities. Even amid our diverse national circumstances, however,we are united in the belief that all of our countries, all of our capabilities, and all ofourcommitments matter to our shared 6G future. We thereforeintendto elevate our exchange on and mutual understanding of this priority,seekingnew cooperative opportunities ordeeperstrategic alignment, wherever appropriateandfullyconsistent with our respective legislativeand regulatoryframeworks,competitionlaws, andother relevant policies.
