Summary Policy and Programs In 2018, the European Union (EU) adopted the Renewable Energy Directive II (REDII). Most of theprovisions of the REDII entered into force on January 1, 2021. It sets a new overall renewable energytarget of 32 percent by 2030. With the REDII, the EU expanded the sustainability criteria to coverforestry biomass. In October 2023, the REDII was aligned with the EU’s Green Deal goalstoreducegreenhouse gas (GHG) emissions 55 percent by 2030,achievecarbon neutrality by 2050, andsetanoverall renewable energy target of at least 42.5 percent by 2030. The revised REDII entered into forceon November 20, 2023, with an 18-month period to transpose most of the Directive's provisions intonational law. As part of the Green Deal, the European Commission (EC) adopted the EU Deforestation-free SupplyChain Regulation (EUDR) aimed to prevent products causing deforestationfromentering the EUmarket. The EUDR targets products which are identified by the EC as the main drivers of deforestation,including wood pellets and wood chips. The requirements will go into force on December 30, 2026. EU Wood Pellet Market Developments The EU is the world’s largest wood pellet market and consumed 22.7 million metric tons (MMT) ofpellets in 2025 (FAS Post estimate). In 2026, EU wood pellet consumption is forecast to increase byanother 500,000 MT based on a further expansion of residential use.Industrial use of pellets is forecastto stagnate this year but has the potential to expand in the longer term.Future consumptionwill dependon EU Member state subsidies to phase out fossil inputs and a range of climate and market factors, suchas weather conditions and the pricing of coal, heating oil, and natural gas.Although EU wood pelletproduction is anticipated to expand in2026, it is not keeping up with the growing demand at both theMember State and EU levels due to the limited sustainable supply of woody biomass. Based on the widening gap between production and consumption, EU imports are projected to partiallyrecoverfrom the reduction during 2023, 2024 and 2025.
