The report focuses on international students studying at U.S. highereducation institutions. The report, conducted by the Institute of International Education (IIE) and ten partnerhigher education associations, complements theOpen Doors® Report on International Educational Exchange. Asthe Snapshot Survey represents a subset of the close to 3,000institutions surveyed byOpen Doors, the full pictureof 2024/25enrollment will be analyzed inOpen Doors2025. Key Findings TheFall 2024 Snapshotindicates thecontinued growth of internationalstudentsstudying at U.S. highereducation institutions in the 2024/25 academic year. International student totals grow by3% in the2024/25 academic year: international graduate students, particularlyin the science, technology, engineering, andmath (STEM) fields. •A 3%growth in international students(undergraduate, graduate, non-degree, andOptional Practical Training [OPT]) builds onthe 7%growth in 2023/24 and the 12%growth in 2022/23 (Open Doors). This marksfour years of increases in internationalstudents since the COVID-19 pandemic.•International student enrollmentgrowsat theundergraduate level (+6%) and slightlydeclines at the graduate level (-2%).•New enrollments, a subset of totalenrollments, indicate a 5% decrease forinternational students studying at theircollege or university for the first time.•46% of institutions report an increase in newinternational student enrollment, 12%indicate the number to be the same as lastyear, and 42% report a decrease. •U.S. institutions report that OPT is importantfor recruiting international studentsinterested in work experiences (77%)andenabling U.S. businesses to recruit and retaininternational student talent (70%). Further,71% of institutions think OPT presents aneconomic benefit to U.S. businesses.•84% of U.S. institutions reported that if OPTwas not available, international studentswould likely look to other destinations fortheir education abroad experience. Among all places of origin, India continues to bethe highest priority for undergraduate andgraduate recruitment: •Institutions are prioritizing undergraduateoutreach in India (65%), Vietnam (58%), China(48%), and South Korea (44%). Graduaterecruitment is focused on India (81%), China(43%), Ghana (41%), and Nigeria (41%).•84% of reporting institutions indicate thatfinancial support for their internationalstudent recruitment effortswas the same orhigher than in the previous year. OPT continues to see record growth and gainsby another 12%in 2024/25: •OPT is an important opportunity forinternational students to gain workexperience in their fields of study followingtheir degree completion.•The 12% growth builds on thepast two yearsof growth and is driven by large numbers of Methodology on Education,AIRC: The Association ofInternational Enrollment Management,Association of Public and Land-grant Universities,College Board
