Ourvision, as articulated in the Transform Freetown– Transforming Lives Development Plan is rootedinresilience,environmental stewardship,andcommunity empowerment through job creationfor women and youth. Rapid urban growth and expansion requiresus to urgently adapt the way we are planning ourcities and designing our neighbourhoods. AnneHidalgo Through the #FreetownTheTreeTown initiative, acommunity driven initiative, we have planted 1.2million trees to increase access to green spaces,reduceheat,and improve air quality.Throughthis initiative, we have also created 2,300 jobs forwomen and youth. Our efforts to upgrade informalsettlementsand promote climate resiliencedemonstrate that resource-constrained cities canalso drive impactful change. InParis,our commitment to sustainabilitytargets all scales. Our new masterplan – the “PLUbioclimatique” – enforces progressive planningpoliciesto reduce carbon emissions,adapttoclimate change,and create greener,moreinclusive spaces. Many Global South citiesface immense challenges that hinder efforts tocreate sustainable neighbourhoods essential forthe long-term wellbeing of residents. In Freetown,thesechallenges are further compounded bythe failure to devolve the land use planning andbuilding permit issuance functions to the localcouncils, limiting the latter’s ability to directlyimplementurban planning and to effectivelydeliver essential municipal services.
